Floodplain Administrator/Permit Technician
Essential Functions:
- Pamlico County is seeking a driven, organized, candidate for an exciting new position.
- This person will primarily be responsible for working across County Departments, Issue permits for development in floodplains and enforce the requirements of the Flood Damage Prevention Ordinance.
- Communicate National Flood Insurance Program and the community's program to the public, elected and/or appointed officials, developers, architects, engineers, land surveyors, etc..
- Initiate, manage and document records and documents in accordance with FEMA's NFIP and Community Rating System (CRS).
- Review updates and revisions to the community's Flood Insurance Rate Maps (FIRM's).
- Review and provide community coordination of floodplain related projects, studies and plans initiated by Federal and State Agencies, nonprofit organizations, and others.
- Update and implement community hazard mitigation plan.
- Provide guidance related to community drainage improvements, flood protection, floodplain management, and flood mitigation projects.
- Assist and cooperate with FEMA and State Floodplain Manager representatives during Community Assistance Visits (CAV) and other floodplain management program actions for coordination.
- Conduct educational programs.
- Coordinate training efforts with the State NFIP Coordinator, FEMA Regional Office, State or National Floodplain Management Associations, and others to capitalize on ongoing training activities.
- Assisting the Inspections Office with entering computer data for permits, scheduling inspections, filing, answering phones, and issuing new residential addresses.
- Provide other duties as directed.
SUPERVISION RECEIVED:
- This position will reside within the Pamlico County Inspections Office, reporting to the Director of Inspections.
- This position will work closely with the County Manager and various Department Heads.
Knowledge, Skills, Abilities, Education and Experience:
- Bachelors' degree in a related field of study including floodplain management, emergency management, planning, environmental studies, engineering, hydrology/hydraulics, Geographic Information Systems (GIS), governmental studies, etc. or equivalent combination of education and experience.
- Training in the National Flood Insurance Program (NFIP) with a possession of a Certified Floodplain Manager (CFM) certificate or will obtain and maintain such a Certificate within (6) months of beginning employment.
- Previous experience and/or training involving floodplain management is required.

Knowledge, Skills and Ability:
A certified Floodplain Manager is desired, but the County is also willing to work with the right candidate to support them in taking the classes and testing required to become certified.
Strong verbal, written, and presentation skills.
Attention to detail and ability to handle multiple tasks.
Strong organizational and project management skills.
Considerable interpersonal skills to establish and maintain effective and courteous working relationships with County and public officials, County departments and agencies, co-workers and volunteers, and with businesses, residents, and members of the public, and to respond to inquiries and/or complaints from the same.
Proficiency with computer software applications for project management.
Ability to exercise good judgement and focus on detail as required by the job.
Ability to work outside of normal business hours as necessitated by the position (i.e., evening meetings).
CERTIFICATES, LICENSES, REG STRATIONS
Must possess and maintain a valid Motor Vehicle Operators license.
Preferences given to a CT Certified Floodplain Manager.
PHYSICAL DEMANDS:
The physical demands here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job the employee is regularly required to: talk and hear. The employee is frequently required to stand, walk, sit, use hands to finger, handle or feel; and reach with hands and arms. The employee is occasionally required to climb or balance and stoop, crouch or crawl.
The employee must frequently lift and /or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision and depth perception. Hand-eye coordination is necessary to operate computers and various pieces of office equipment. The employee must be able to hear normal sounds with the presence of background noise, as in hearing using a telephone. The employee is occasionally required to attend off-site meetings and conferences.
The noise level in the work environment is usually quiet while in the office and quiet to extremely loud depending on the task or equipment being used in the field.
Employee must be free from mental and physical disorders which would interfere with performance duties as described and have the mental capacity to handle stressful situations.
While performing the duties of this job, the employee is occasionally exposed to outside weather conditions. Most job requirements are performed indoors, in an office or meeting room environment. The noise level in the work environment is usually moderate. The employee will regularly operate typical business equipment, including computer hardware.
