The City of Bay Minette, Alabama is accepting applications for Assistant Finance Director to assist in the management and direction of the City's financial operations.
Summary
An incumbent in this position is responsible for assisting the City Administrator/Finance Director in managing the City's day-to-day financial operations, including accounting, financial reporting, and budgeting functions, debt programs, capital projects, auditing, grant reporting, purchasing, payroll, and special projects as assigned. The Assistant Finance Director works under the general supervision of the City Administrator/Finance Director and supervision will be exercised over Finance Department staff and other employees as assigned while providing assistance to department heads as needed.
Essential Functions and Responsibilities:

- Assists the City Administrator/Finance Director in providing administrative oversight, direction, leadership, and supervision to Finance Department employees, and other employees as assigned.
- Supports the coordination of financial and accounting activities for the City to ensure accuracy, completion, and timeliness of resulting financial reports, budgets, and required reporting documents.
- Oversees accounting, billing, and customer service functions within the Finance Department, to include the procedural implementation of municipal ordinances, maintenance of accounts receivable and accounts payable activities, assignment and review of projects, completion of objectives, and other related activities, all in compliance with pertinent local, state, and federal laws and regulations.
- In coordination with the City Administrator/Finance Director, develops and administers contracts, to include negotiating agreements, preparing contracts and monitoring same for compliance.
- Manages general and complex issues and problems, and the development and implementation of City and departmental goals, objectives, and priorities.
- Prepares materials, reports, and other information in preparation of the annual budget; monitors revenues and expenditures and prepares budget reports; prepares, reviews, recommends, and presents a draft budget for review.
- Analyzes operating, capital and grant budget variance data through daily approval of purchase orders and review of monthly reports with department heads resulting in a mid-year budget revision recommendation.
- Monitors transaction postings for all funds and accounts to ensure compliance with Governmental Accounting Standards Board (GASB).
- Develops policies, procedures, and objectives to meet long and short-term goals.
- Develops internal policies and controls related to departmental operations and financial management.
- Makes recommendations for, and develops and updates accounting methods, practices, and policies to ensure maximum efficiency and integrity.
- Assists the City Administrator/Finance Director in the preparation of work papers and materials for the annual audit and directs staff preparation activities to ensure accurate completion by deadline and reporting requirements.
- Assists the City Administrator/Finance Director in debt analysis and structuring.
- Ensures all documentation, audits, and reports are completed in a timely manner to meet all governmental reporting requirements.
- Supervises the accurate preparation and timely distribution of the monthly financial reports and general ledger.
- Par icipates in, reviews, and manages staff engaged in the preparation and review of other financial documents, to include month-end and year-end closings.
- Researches, develops, administers, and monitors grants.
- Communicates and corresponds with City departments, vendors, and other[s]{.underline}concerning accounting and financial information.
- Provides financial reporting support to other departments.
- Prepares, reviews, and monitors Request for Proposal (RFP) and bid documents, and other contracts/materials for compliance with approved budget and policies and procedures.
- Identifies any finance and accounting related issues and opportunities and assists in the development of solutions.
- Maintains availability to represent the City at events, meetings, functions, and at other times as requested.
- Assists the City Administrator/Finance Director in providing finance and accounting related information to the Mayor, Council Members and Department Heads.
- Trains, guides, motivates, and evaluates the work performance of staff members within the Finance Department, or other areas as assigned.
- Attends meetings during and after work hours, including holidays and weekends.
- Travels to offsite locations for meetings and to participate in community events as requested.
- Answers questions from the public and employees, and assists in resolving citizen and customer issues related to Finance Department matters.
- Assumes the responsibilities of the Finance Director in their absence, including preparation of items and supporting documents for the City Council Agenda.
- Stays abreast of current, proposed, and new guidelines, legislation, and requirements in the fields of finance and accounting.
