Division of Early Childhood Operations – Child Care Criminal Background Check

Job Focus Areas :

This Program Specialist--Social Services position is located within the Division of Early Childhood Operations – Child Care Criminal Background Check and reports to a Program Manager 1--Social Services. This position is primarily responsible for assisting with the case management of child care criminal background check applicants and communicating with providers and applicants regarding user accounts, final determinations, processing, and appeals. The Program Specialist is responsible for assisting the Program Manager with creating, administering and maintaining the 6-point child care criminal background check (CCCBC) for over 30,000 staff or potential staff as required by the CCDF grant. The 6-point check includes the following:

  • State Criminal Repository

  • State Sex Offender Registry

  • FBI Criminal Repository

  • State Child Abuse & Neglect Registry

  • National Sex Offender Registry

  • Check of the state criminal, sex offender, and child abuse and neglect registry in each state the applicant has resided within the past five years.

    Note : This position is not an IT position and the incumbent need not be a computer programmer. However, the position serves as a key interface between program and IT offices.

    Candidates that possess the following are encouraged to apply :

  • Background in policy, background check processing, legal, early childhood, education, social services, policy, or a related field in a management related curricula.

  • Experience working with state and/or federal funded early childhood programs.

  • Project management experience to organize, plan and execute large, complex projects

  • Experience reviewing criminal background checks or state laws.

    One position is available and it is located in Baton Rouge, LA. The person hired for this position is expected to regularly report to the Baton Rouge office. This position may be filled as a job appointment, probationary new hire, promotion of any permanent classified state employee OR promotion of a permanent classified employee of the Department of Education, Special School District, or the Board of Elementary and Secondary Education.

Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus two years of professional level experience in administrative services, economics, public health, public relations, social services, or health services.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

Graduate training with eighteen semester hours in one or any combination of the following fields will substitute for a maximum of one year of the experience on the basis of thirty semester hours for one year of experience: public health; counseling; social work; psychology; rehabilitation services; economics; business, public, or health administration.

A master's degree in the above fields will substitute for one year of the required experience.

A Juris Doctorate will substitute for one year of the required experience.

Graduate training with less than a Ph.D. will substitute for a maximum of one year of the required experience.

A Ph.D. in the above fields will substitute for the two years of required experience.

NOTE:

Any college hours or degree must be from an accredited college or university.

General from a Program Consultant-Social Services or other higher level personnel.

Predominantly at the Department of Children and Family Services.

JOB DISTINCTIONS:

Differs from Social Services Analyst 3 by the presence of specialized duties related to a program area.

Differs from Program Consultant-Social Services by the absence of leadworker responsibility and/or the absence of duties involving a higher level of complexity.
