Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus three years of professional level experience in insurance, program auditing, administrative services, investigatory work, law enforcement, or as a practicing attorney.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree only.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

A Master's degree will substitute for one year of the required experience.

A juris doctorate will substitute for one year of the required experience.

Advanced degrees will substitute for a maximum of one year of the required experience.

NOTE:

Any college hours or degree must be from an accredited school or university.

JOB DISTINCTIONS:

Differs from Insurance Specialist 3 by the presence of serving as lead-worker over a unit, conducting the highest level of investigations, and/or serving as a specialist over an assigned insurance topic.

Differs from Insurance Supervisor by the absence of supervisory responsibilities.

Examples of Work

EXAMPLES BELOW ARE A BRIEF SAMPLE OF COMMON DUTIES ASSOCIATED WITH THIS JOB TITLE. NOT ALL POSSIBLE TASKS ARE INCLUDED.

Plans, assigns, and/or reviews the work of Insurance Technicians and lower level Specialists in the analysis of rates and premiums, in the licensing of insurance agents, agencies, and corporations, and in the examinations of prospective insurance agents, brokers, and solicitors.

Conducts high-level investigations regarding complex inquiries and complaints from consumers, insurance companies, agents, and other interested parties regarding life and health or property and casualty insurance laws and contracts.

Performs Market Conduct Examinations that entail reviewing complex life and health insurance policy forms, contracts and Health Maintenance Organization contracts, or complex property and casualty insurance policy forms and contracts for compliance with the Louisiana Insurance Code.

Conducts field rate and claims examinations including the review of rate structures, individual rate application and rating procedures, including various records, documents, rating schedules and associated statistical methods used by insurance companies and rating bureaus; makes reports on findings and data gained in the examination.

Conducts examinations of rating bureaus to determine compliance with statutory requirements; reviews statistical plans used by insurance companies and rating bureaus to determine compliance with the Louisiana Insurance Code, regulations and directives.

Meets with insurance company officials, government representatives, private individuals, and attorneys regarding state insurance laws, regulations, and directives.
