Minimum Qualifications

MINIMUM QUALIFICATIONS:

  1. A baccalaureate degree plus three years of professional experience in accounting or financial auditing; program auditing; building inspection; administrative services; legal research; real estate appraisal; or in the issuance or recommendation of the issuance of medical related licenses.

  2. A baccalaureate degree plus three years of law enforcement or investigatory experience.

    SUBSTITUTIONS:

    Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

    Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

    A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

    30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

    60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

    90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

    120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

    College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

    A master's degree in any field will substitute for one year of the required experience.

    NOTE:

Any college hours or degree must be from an accredited college or university.

Conducts complex investigations on a wide range of violations regarding board/agency policies, state and federal statutes, Civil Service rules, licensure, and ethics.

Direct from a Compliance Investigator 5 or higher-level administrator.

LOCATION OF WORK:

May be used by state agencies with an Investigative Division.

JOB DISTINCTIONS:

Differs from law enforcement investigators by the emphasis on administrative rather than criminal investigations.

Differs from Compliance Investigators 3 by performing more complex advanced-level compliance investigations initiated by a governing body in a specific area of law administered by the governing body.

Differs from Compliance Investigator 4-B by the absence of supervisory duties.

Differs from Compliance Investigator 5 by the absence of managing an Investigative Division.

Examples of Work

EXAMPLES BELOW ARE A BRIEF SAMPLE OF COMMON DUTIES ASSOCIATED WITH THIS JOB TITLE. NOT ALL POSSIBLE TASKS ARE INCLUDED.

Conducts a full range of investigative work into complaints of a complex nature including investigations into alleged or suspected misconduct of LDH employees, contractors, or employees of any subsidiary board or commission. Investigations require the application of advanced level skills. Investigations typically involve reported violations of state or federal laws, regulations, and/or policies including fraud, waste, or abuse or any topic assigned and approved by the Compliance Officer. Investigations include a full range of investigative work of a complex nature including reviewing and gathering evidence by taking oral, written, or recorded statements from witnesses and conducting surveillance operations in the event of suspected wrongdoing. Reviews and interprets a broad range of policies, procedures, and regulations for application to facts identified in investigations. Observes, investigates, and identifies problems in departmental operations and proposes corrective actions to management. Prepares detailed confidential reports and summaries of investigations and maintains records of investigations and related data.

Works in conjunction with other agencies including but not limited to Louisiana Ethics

Administration Program, Division of Administration, Office of the Attorney General, and Louisiana Legislative Auditor. All such investigations, evidence-gathering, and surveillance efforts are performed within boundaries and guidelines established by state and federal law, Civil Service Rules, and all other defining and limiting legal statues, policies, and regulations.

Directs projects and develops project timelines for compliance and quality assurance functions for the department. Maintains up to date knowledge of various program rules and requirements as found in state and federal laws, regulations, and policies. Identifies and reports areas where policies and procedures are unclear, not followed, not up to date, not accurate or need improvement to management. Works collaboratively with staff responsible for data management to improve program operations and services. Ensures files contain complete, accurate, and up to date information as required by laws, regulations, and policies. Provides data as requested to assist in program policy/procedure development and implementation.

Creates and conducts training activities for LDH employees on workplace ethics, internal standards, departmental expectations of employee conduct, and applicable laws and regulations.

Testifies in Civil Service hearings, Ethics Commission hearings, board hearings, and criminal and civil court concerning results of investigations. Participates in continuing education by attending in-services, workshops, and conferences at local, state, and national levels to maintain current knowledge of required areas. Fulfills obligations for State’s emergency preparedness and response efforts as assigned during an emergency. Travel as required to complete tasks associated with the role of Compliance Investigator. Maintains a working knowledge of policies and procedures relative to the LDH, State Travel, and State Procurement.
