Baton Rouge Community College (BRCC) seeks to fill the position of Assistant Director of Purchasing. The Assistant Director of Purchasing is located in the Accounting & Finance department. This is a full-time position. This position is open for recruitment.

Minimum Qualifications

Required Education:

  • A Baccalaureate degree plus four years of professional level experience in procurement or contract management.

Required Experience:

  • 4 years related experience.

Required Knowledge, Skills, & Abilities

  • Proficient in Word, Excel and Outlook

  • Proficient - in the Louisiana Procurement Code including but not limited to Revised Statutes Titles 38 and 39, LAC Rules and Regulations, and current Small Purchase Executive Orders and PPM 49 for Travel

  • Ability to effectively handle confidential/sensitive matters and effectively communicate orally and in writing with all levels of the organization

  • Ability to set priorities, manage multiple projects and meet deadlines.

  • Performing budget analysis and conducting research

  • Microsoft Office products to include advanced Excel.

  • Communication – Clearly conveying information and ideas through a variety of media to individuals or groups in a manner that engages the audience and helps them understand and retain the message.

  • Collaboration – Working effectively and cooperatively with others; establishing and maintaining good working relationships.

Job Concepts

The Assistant Director of Purchasing plays a pivotal role in supporting the Purchasing Department's operations, ensuring seamless procurement processes across the institution. Working closely with the Director of Purchasing, the responsibilities encompass a wide array of tasks aimed at efficiently acquiring essential services, supplies, equipment, and travel arrangements while adhering to regulatory guidelines and organizational policies.

The Assistant Director of Purchasing is instrumental in upholding procurement excellence at BRCC, leveraging expertise to streamline processes, mitigate risks, and drive cost savings while maintaining the highest standards of integrity and compliance.

40% Procurement Excellence:

  • Execute procurement activities in alignment with the Louisiana Procurement Code, Revised Statutes Admin Code, Executive orders, Ethics Rules, and PPM 49.

  • Spearhead the acquisition of operating services, supplies, equipment, professional services, and travel arrangements, crafting bid documents and contracts with meticulous attention to detail.

  • Manage less complex projects while maintaining compliance with procurement regulations, ensuring transparency and integrity throughout the process.

20% Oversight and Compliance:

  • Review P Card purchases for regular items and travel, meticulously verifying documentation accuracy and completeness.

  • Supervise travel-related procurement activities to ensure strict adherence to PPM49 guidelines, minimizing risks and optimizing cost-effectiveness.

15% Bid Management and Contractual Negotiation:

  • Collaborate with the Purchasing Director in developing and finalizing bid documents for Invitations to Bid, streamlining the procurement of operating services, supplies, and equipment.

  • Facilitate the acquisition of quotes for small purchases in accordance with executive orders, ensuring competitive pricing and value optimization.

  • Engage in vendor negotiations as necessary to secure favorable terms and conditions for BRCC agreements.

10% Training and Support:

  • Provide comprehensive training and guidance to BRCC staff on procurement processes, addressing queries and concerns with professionalism and expertise.

  • Foster effective communication with vendors, facilitating seamless order processing and resolving purchasing-related inquiries promptly.

  • Play a key role in onboarding new employees, equipping them with essential knowledge on purchasing procedures, contract management, and Banner system utilization.

    10% Contract Renewal and Process Improvement:

  • Review and assess term contracts for renewal, leveraging data analysis to inform strategic decision-making and enhance procurement procedures.

  • Drive continuous improvement initiatives by collecting and analyzing procurement data, identifying opportunities for process optimization and efficiency gains.

  • Process documents related to smaller 'Public Works' projects within BRCC's DPA under the guidance of the Purchasing Director, ensuring compliance with relevant regulations.

Other duties as assigned (5%)
