Office of the Secretary – Fiscal Services Division
The Office of the Secretary (OS) is responsible for providing quality fiscal, human resources and administrative services to ensure the achievement of the mission and objectives of the Department of Natural Resources (DNR).
The Fiscal Services Division of the Office of the Secretary provides complete financial management services for the various offices that make up DNR, constituting four separate budget units. Its functions include annual budget preparation, maintaining accounts reflecting the department's revenues received and costs incurred, and providing financial management reports and advice.
LOCATION AND POSITION:
This position is located in the Fiscal Division within the Office of the Secretary in Baton Rouge, LA. The incumbent in this position is responsible for professional financial work involving various accounting activities centered on budget, contracts, and grants in the Budget and Fiscal Section of the Department of Natural Resources under the supervision of the Budget Administrator 3. This position supervises, advises, and directs activities of the Accounts Payable unit and the Administrative Services unit, which includes the direct supervision of two professional accountant positions and one Administrative Program Director position. The incumbent of this position must possess a complete and comprehensive understanding of the LAGOV ERP system, the Bank of America Works application, DNR's Departmental Policies and State of Louisiana Policies and Procedures that relate to the Accounts Payable function. The position must have a detailed knowledge of State procurement and purchasing requirements. They are also required to have a detailed understanding of the Department's Budget as outlined in HB1.

Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree with twenty-four semester hours in accounting, plus four years of professional level experience in accounting or financial auditing.
SUBSTITUTIONS:
A certified public accountant (CPA) certificate will substitute for the baccalaureate degree with twenty-four semester hours in accounting plus one year of the experience.
A master's degree in accounting, business administration, finance, management, economics, quantitative methods, or public administration will substitute for one year of the required experience.
SUBSTITUTIONS FOR DEGREE ONLY:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree (not the 24 hours in accounting).
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree (not the 24 hours in accounting) as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
NOTE: Any college hours or degree must be from an accredited college or university.

Oversees the preparation of complex financial reports in the areas of budget development, cost reporting, and revenue forecasting.
Develops goals and measurable performance standards for subordinate fiscal units and subordinate fiscal supervisors.
Establishes productivity reporting criteria and procedures for these units and monitors supervisors' performance in meeting goals.
Ensures that supervisors are trained to counsel employees, develop employees' skills, and lead employees to achieve performance objectives.
Provides periodic reports of unit performance to higher level Accountant Manager or Accountant Administrator.
