Naval Facilities Engineering Command MANAGEMENT & PROGRAM ANALYST in Bangor, Washington

Summary You will serve as a MANAGEMENT AND PROGRAM ANALYST for PDC11 under the Planning, Design and Construction Directorate with NAVFAC NORTHWEST. Responsibilities You will develop statistical criteria to measure program accomplishments. You will recommend ways to improve program financial execution effectiveness or efficiency. You will analyze program or project issues to determine solutions to meet objectives within established timelines or financial constraints. You will compile information needed to complete reports recommending improvements to program operations. You will track metrics or performance indicators to assess production process efficiency. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing program and financial planning justification and documentation for current and future federal budget submissions; 2) Identifying and conducting special studies to resolve variances or solve complex problems, to include personnel tracking and training/credentialing, etc.; 3) Providing management with documents and data for data calls; and 4) Interpreting and implementing new or revised budget regulations from various sources and prepare instructions. PHYSICAL Demands: Most of the incumbent's physical duties will be satisfied by the abilities of walking, standing, sitting, climbing, bending, lifting moderately heavy items, and driving light vehicles. WORK ENVIRONMENT: The work environment usually involves everyday risks or discomforts of working in offices, conference rooms, libraries, and riding in vehicles. Occasional field visits and inspections of facilities and structure may place the incumbent in a moderaty unsafe environment, i.e. in or around moving machinery, mechanical plants, confined spaces or where chemical are being used. This may require the use of additional safety equipment (i.e., face masks, safety glasses, gown, etc.)
