The People Analytics & Insights team is on a mission to empower a value-based, data-driven approach to HR and people decisions for our global workforce. We are uniquely positioned to provide unbiased insights that unlock value, drive outcomes, and enable and influence HR and business strategy.

Team Mandate:

  • Act as strategic People Analytics partners integrated into the business, anticipating and uncovering stated or unstated needs.

  • Advance team member data stewardship in alignment with corporate values.

  • Empower the voices of team members and external stakeholders.

  • Deliver reporting solutions that inform the current state of the business and facilitate scalable processes.

  • Apply analytics expertise to test, measure, analyze, and answer critical business questions.

  • Bridge the understanding across business and HR to deliver data-driven products and solutions.

  • Provide actionable insights and recommendations that drive strategic outcomes.

About the Role:

As a Lead Data Governance Analyst, you will provide expertise and leadership to HR and the broader enterprise by developing and implementing a data stewardship strategy that upholds the trust our team members place in Target and supports our business initiatives. You will be responsible for navigating a complex landscape involving multiple enterprise stakeholders from legal, privacy, compliance, and business functions. Your role will involve synthesizing these diverse perspectives into an overarching team member privacy and ethics data strategy that fosters transparency, builds trust, and aligns with our business goals.

Additionally, you will lead the development, implementation, and management of the Data Dictionary product, ensuring it becomes a critical tool for enhancing data literacy and governance across the organization.

Key Responsibilities:

  • Strategic Development: Lead the development and implementation of HR’s strategy for the ethical use of team member data, collaborating across multiple teams and leveraging their expertise.

  • Data Dictionary Product Ownership: Drive the creation and ongoing management of a comprehensive Data Dictionary that documents and standardizes HR data definitions, metrics, and usage guidelines. Ensure the Data Dictionary is integrated into data governance practices and becomes a cornerstone for data literacy within the organization.

  • Cross-functional Leadership: Coordinate cross-functional activities to identify new and emerging data acquisition, sharing, and usage activities, establishing necessary guidance, guardrails, and escalation paths to effectively manage risk.

  • Change Management: Drive organizational change to implement the team member data privacy ensuring alignment with enterprise-wide initiatives.

  • Best Practices & Innovation: Research and apply best practices and industry trends in employee data privacy and data dictionary management, focusing on influencing creative and agile solutions that maintain compliance and meet business needs.

  • Risk Management: Proactively identify and address risks related to team member data processing, data governance, and data dictionary usage, ensuring adherence to regulatory requirements and corporate policies.

  • Stakeholder Engagement: Raise awareness and build enterprise best practices around team member data processing, ensuring alignment with broader data governance policies, and advocating for the adoption and use of the Data Dictionary across teams.

  • Product Evangelism: Act as the primary advocate for the Data Dictionary, promoting its value to stakeholders across the organization and ensuring its continuous improvement and relevance to business needs.

About You:

  • Bachelor’s degree with 5-7 years of experience leading high-scope projects and collaborating with cross-functional teams across the enterprise; HR experience is preferred.

  • Strong domain-specific knowledge in Human Resources data and processes, with the ability to challenge the status quo and navigate ambiguous circumstances to achieve results.

  • Proven experience in developing, managing, or implementing a Data Dictionary or similar data governance tools.

  • Exceptional verbal and written communication skills, with a proven ability to synthesize complex information and present it to diverse audiences.

  • Proven ability to balance the priorities and needs of multiple stakeholders while driving toward optimal solutions.

  • Ability to build and leverage a strong internal and external network to achieve results, utilizing relationships and resources effectively.

  • Demonstrated expertise in navigating complex organizational landscapes and influencing without authority to drive data governance, privacy, and data dictionary initiatives.
