Veterans Benefits Administration Training Administrator in Baltimore, Maryland

Summary This position is in the Veterans Benefits Administration's (VBA) Office of Human Capital Services (HCS), Learning & Development Division (L&D). The incumbent serves as a Training Administrator for the Professional Development Academy (PDA) and is responsible for Academy operations, processes, requirements, procedures to support the Academy Chief and/or staff. Responsibilities Major Duties: - Performs work in the administration, planning, design and development, evaluation, and promotion for instructional training programs and services. Plans, conducts, and reports on a wide variety of highly complex and technical work methods, procedures, and training delivery systems. - Assists training program managers in coursework development or modification, and assists in the development of complete, full-length courses in well-established areas of a subject matter field. - Analyzes the training need for personnel, facilities, supplies, and materials. - Performs assigned program planning work, which includes, managing and coordinating the day-to-day function of all training programs and services. - Reviews training materials for correct arrangement, spacing, grammar and spelling. Conducts orientation and training; maintains inventory of training, education, and office supplies; assists with curricula sign and analysis; develops and updates course information and inputs information into various databases. - Identifies and proposes solutions to systemic facility related problems that are of major importance to training planning and execution. - Manages integration of VA level directed and managed training courses into the VBA training system. - Analyzes training program statistical data to make recommendations on anticipated training needs for improving training programs and organizational effectiveness. - Responsible for researching, announcing, and advising on all long-term training and leadership development programs. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is 11. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-09 Grade Level: Basic Qualification Requirement: Applicants must meet one of the below listed Individual Occupational Requirements to qualify for the GS-1712 series: Applicants must clearly demonstrate in their application how the standards are met. The basic requirement is to hold a degree in Education or a subject area related to the position being filled; OR possess specialized experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. AND Specialized Experience: GS-9 Applicants must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in performing a variety of administrative and technical support duties relating to the curriculum, scheduling, and daily functions of the Academy; experience in evaluating reports and program statistical data; and knowledge in identifying and proposing solutions to systemic facility related problems that are of importance to training, planning and execution. OR GS-9 Education: Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Transcripts (official or unofficial) must be submitted when using any part of education to qualify. GS-9 Combination: Applicants may also combine education and experience to qualify. To calculate, first identify the percentage of required education you have earned. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-9. For example: An applicant has 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education, since he or she does not have any graduate study beyond that which is required for GS-7. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (The applicant's first year of graduate study is not qualifying for GS-9.) A transcript must be submitted with your application if you are basing all or part of your qualifications on education. Specialized Experience: GS-11 Applicants must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in providing learning and training program development services to include technical training development and support, evaluation services, and work with leadership and professional development programs and opportunities; experience in managing recurring training reports and develops appropriate ad hoc reports and experience in providing operation and administrative support, liaison duties or handling. OR GS-11 Education: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. GS-11 Combination: Applicants may also combine education and experience to qualify. To calculate, first identify the percentage of required education you have earned. When substituting you can use graduate level education you have earned beyond a bachelor's degree. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Typically, the incumbent sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, etc. No special physical demands are required to perform the work.
