Maryland Transportation Authority Stormwater Compliance Lead (Transportation Engineer IV) in Baltimore, Maryland

Nature of Work:The Stormwater Compliance Lead is located in the Office of Engineering and Construction and is responsible for supporting MDTAs stormwater program and the compliance of National Pollutant Discharge Elimination System (NPDES) general permits for Municipal Storm Sewer (MS4) and Industrial Stormwater. The key stormwater compliance activities this position is responsible for personnel training, public outreach, illicit discharge investigations, and MDTA-wide implementation of Stormwater Pollution Prevention.

Duties of this position include, but are not limited to, the following:

  • Direct the inspection of maintenance facilities and operational activities to ensure compliance with Stormwater Pollution Prevention (SWPP) Plan to meet regulatory policies and guidelines;
  • Follow up on inspection findings by coordinating with maintenance supervisors on findings to develop corrective actions which prevent or mitigate stormwater impacts from operational activities;
  • Responsible for preparing and presenting annual training to maintenance and housekeeping crews, to assure adherence to the requirement within the SWPP Plan;
  • Coordinate the inspection of drainage outfalls along MDTA roadways and campuses to identify any illicit discharges to waterways;
  • Direct and participate in the preparation of environmental reports, including MDTAs required NPDES annual report to the Maryland Department of the Environment (MDE);
  • Manage consultant resources related to stormwater compliance that includes project managers, engineers, scientists, technicians, and Geographic Information Systems (GIS) Analysts;
  • Provide stormwater outreach and information to the public; and
  • Monitor federal, state, and local environmental regulations, technology, and industry trends for their applicability in context of stormwater to MDTA projects, facilities, and operations.

Employees in this position will report directly to theEnvironmental Discipline Manager.The current vacancy is located in Baltimore, MD.Hybrid telework schedules may be available for this position. Qualifications

MINIMUM QUALIFICATIONS: Education: A Bachelor's degree in engineering from an accredited college or university. Experience:Four (4) years of experience in professional engineering.

Theideal candidatewill possess the following:

  • One (1) year of experience designing or overseeing stormwater remediation projects

Notes: 1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education. 2. Possession of a Master's Degree in engineering may be substituted for one year of the required experience. 3. Persons currently registered as Professional Engineers in the State of Maryland, or in a State with comparable requirements, are considered to have met the education requirements.

Licenses and Certifications

  1. Employees of the Maryland Transportation Authority may be required to possess an Engineer-In-Training License from the Department of Labor, Licensing and Regulation.

  2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
