Lutheran Immigration and Refugee Service Director for Program Development in Baltimore, Maryland

Reporting to the Vice President for Children and Family Services, the Director for Program Development will lead the organizational strategy in developing and overseeing new program initiatives such as direct shelter care, semi-independent living programs, and other opportunities related to the protection of unaccompanied children. This position will also work closely with the Director for Federal Contracts to serve as a subject matter expert in vetting and responding to contract opportunities. This is a position that requires senior-level leadership; the ability to manage a large and diverse team; a high degree of flexibility; excellent problem-solving skills; and in-depth knowledge of child welfare best practices for migrant and refugee children and families.

This position can be remote with occasional trips to Baltimore as needed.

DUTIES

  • Contributes to the mission of Global Refuge by providing day-to-day oversight and direction to a program area.
  • In conjunction with the Vice President for Programs and other program directors, establishes and carries out the strategic direction for the department.
  • Acts as a lead in identifying and securing/implementing new government funding opportunities.
  • Partners with the Director for Federal Contracts to secure government funding.
  • Explores and evaluates new models of care for unaccompanied children. When appropriate, oversees the writing and submission of program proposals for such models.
  • Oversees the implementation of new models of care for unaccompanied children and acts as a point of contact for onboarded partners.
  • Secures and maintains funding for the department by assisting with the identification of funding sources, writing grants, and reporting.
  • Holds staff accountable for delivering quality work on time. Mentors and manages performance as necessary.
  • Creates and manage budget for new initiatives in the department.
  • Acts as a role model and exhibits a high level of leadership fosters transparency, and is fair in all dealings with staff.
  • Other duties as assigned.

QUALIFICATIONS

  • A graduate degree in social work or a related field is required, independent licensure is strongly preferred.
  • In-depth understanding of U.S. policies and programs related to refugee resettlement, unaccompanied children in migration, human trafficking assistance, and/or asylum required. Experience in more than one sector is strongly preferred.
  • Minimum of ten (10) years of work experience in immigration, and social services programs with at least six (6) years of progressively responsible experience managing multiple programs, staff, and project and budget administration.
  • Experience in directing complex multi-state and/or national programs/lines of business including residential programming for youth.
  • Extensive track record in securing funding from multiple sources such as federal, state, and/or local public sources, corporations, private foundations, individuals, and through sales/fees for service.
  • Strong knowledge and experience with program management, compliance, state, and federal policy, developing performance metrics, and reporting.
  • Experience in administering and overseeing government grants, including proposal development, contract, and cooperative agreement compliance, reporting, and budget oversight.
  • Must be able to travel within the United States up to 25% of the time.

SPECIAL POSITION REQUIREMENTS

  • Must be willing and able to clear a criminal background check for the past 7 years.
  • Must be willing and able to request and clear Child Abuse and Neglect background check in all states lived within the previous 5 years, updated yearly.
  • Must obtain a negative TB Test yearly.
  • Must be CPR, First Aid, and AEC certified upon hire or within 60 days of hire.
  • Must be willing and able to obtain an FBI fingerprint check every 5 years.
  • Must have a valid driver's license and MVA check free of major infractions for the last 7 years.
  • Must clear a State of Maryland Department of Public Safety and Corrections Services screening.

*This role may be based in US locations where Global Refuge employs staff. If the selected candidate is not local to the Baltimore, Maryland region, they will be required to travel to Baltimore on a quarterly basis, at a minimum. This would be in addition to travel to other locations where Global Refuge provides services.
