DESCRIPTION
The Maryland Transit Administration (MTA) is recruiting for a highly skilled and experienced Project Controls Manager to join our Project Controls Division. This key role involves overseeing the administration of project control procedures, including cost tracking, budget analysis, and schedule management. This position involves managing a team of professional employees and up to 20 consultants, addressing complex issues related to contract administration and project controls. The manager is responsible for establishing and enforcing controls, coordinating audits, managing contracts, and developing comprehensive project control procedures. This role requires a strategic thinker with strong analytical skills and the ability to navigate and resolve disputes effectively.

KEY RESPONSIBILITIES
Supervise a team of professional employees and consultants, ensuring effective management of contract administration and project control issues.
Implement and maintain controls for schedule approval, budget tracking, and contract changes, ensuring all procedures are followed.
Lead staff in conducting audits of ongoing projects to ensure adherence to federal and state guidelines, construction manuals, and project documentation standards.
Oversee the cost and time impact of contract modifications and disputes, ensuring all changes are properly reviewed and approved.
Analyze contractor claims for cost or time adjustments, negotiate resolutions, and liaise with legal teams to handle disputes.
Manage A/E consultant expenses and contract changes, ensuring effective oversight and control.
Develop and manage training programs for project control procedures, including schedule management, change identification, and claims resolution.
IDEAL CANDIDATE:
Proven experience in project controls, construction management, or a related field.
Strong understanding of cost tracking, budget analysis, and schedule management.
Excellent analytical and problem-solving skills.
Ability to manage multiple projects and coordinate with various departments.
Effective communication and negotiation skills.
Experience with compliance reviews and audits.
Familiarity with federal and state guidelines for construction projects.
Knowledge of legal aspects related to construction claims and disputes.
Qualifications
PREFERRED QUALIFICATIONS:
Education: A Bachelor's degree in Construction Management, Engineering, Business Administration, or a related field. A Master's degree is preferred).
Experience: Minimum of 7-10 years of experience in project controls, construction management, or a related field, with at least 3 years in a managerial or supervisory role.
Licenses & Certifications
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
Certified Planning and Scheduling Professional (PSP).
Proficient in Primavera P6 Professional Project Management (P6).
Thorough knowledge of the Code of Maryland Regulations and procurement guidelines.
Professional Engineer (PE) license or Project Management Professional (PMP) certification preferred.
Certification in Construction Management (CCM) or similar credentials are advantageous.
