The MTA is one of the largest transit systems in the United States and is seeking dynamic and energetic individuals to join the MTA team.
The Data Science Team is a unit within the Office of Performance Management and is tasked with delivering enterprise intelligence to all levels of management, from front-line managers to the Chief Executive Officer. We do this by building and maintaining a well-governed data lake that supports internal- and external-facing Power BI products, analyses, and automated services. Our team is hybrid-remote, working in our downtown office on Tuesdays and Thursdays.
As the Manager of Data Science, you will lead a scrum team composed of three (3) contractors serving as embedded Data Scientists and will work closely with the Manager of Performance Programs and Data Analytics serving as a 'Product Manager' for your team. Your work will fall into three categories: people leadership and team development, product management within a Scrum framework, and strategic technical leadership. You will be responsible for executing the Department's Professional Feedback process for your reports to develop their technical and leadership skills. You will be responsible for executing the Department's Product Pipeline process in order to scope, prioritize, and execute tasks and projects on schedule. And you will be responsible for executing the Department's Data Governance framework in order to build and maintain a transparent, well-ordered data warehouse. Such execution will require working closely with data teams across the agency to align idiosyncratic data pipelines.
The MTA is transitioning towards a data-centric model of operations, with the Office of Customer Experience acting as a thought leader in this movement. While this position's core responsibility will be to ensure excellence in the execution of technical work, the Manager of Data Science will also serve a strategic role helping to craft and revise processes and policies and advise leadership on matters related to data analytics and data governance.
The Manager of Data Science will:
Build the Data Science team's capacity by coaching reports, holding regular one-on-one meetings, executing annual performance reviews as part of the unit's Professional Feedback process, and promoting teamwork and collaboration.
Build the capacity of the Office of Customer Experience by working across teams, serving as a subject matter expert on data analytics, and identifying opportunities to drive value through cross-unit teamwork.
Mange your team's product pipeline by collaborating with the Manager of Performance Programs and Data Analytics and the Chief Performance Officer to scope and prioritize tasks, user stories, milestones, and epics.
Ensure continuous improvement by acting as the team's Scrum Master, leading Agile rituals, and executing on TeamOps principles.
Ensure the timely delivery of technical work by tracking your team's work in our DevOps and Project Management platforms and communicating delays and complications in a clear and timely manner.
Ensure that stakeholders are delighted by your department's work by identifying and clearly articulating jobs-to-be-done to your team and managing their work against those objectives.
- Deliver analytics-ready data by designing and supervising the implementation of data pipelines supporting a well-ordered and documented data warehouse. Work closely with the Manager of Performance Programs and Data Analytics to ensure alignment between the data warehouse's data models and the needs of the data analysts working in Power BI.
Working with the Chief Performance Officer, design and execute analytics projects involving causal inference. Be prepared to use some of the following statistical methods: Regression Discontinuity Analysis, Difference in Difference Analysis, Monte-Carlo Simulation, and in- and out-of-sample prediction with multivariate Ordinary Least Squares and "machine learning" methods like Gradient Boosting and Random Forest.
Ensure product stability by designing and supervising the implementation of CI/CD pipelines.
Build the Data Science team's capacity and ensure code quality through merge request reviews.
Ensure clarity in the communication of data by guiding the selection and use of data visualization methods and tools.

Qualifications
Qualifications:
Education: A bachelor’s degree from an accredited college or university in computer science, analytics, or related field is required. An advanced degree in a related field is a plus.
A passion for improving public transportation through the effective use of data analytics.
SQL, R, Python programming skills reflecting at least 5 years of experience programming in a professional environment.
At least 2 years' experience working on a Scrum team in an Agile environment with a workflow tool like Jira, or GitHub or GitLab's native workflow tools.
At least 1 years' experience with version control such as Git, and cloud-based services such as GitHub.
Experience with statistical causal inference in an academic or professional environment.
Ability to problem-solve independently using Large Language Models like Chat GPT.
Ability to communicate clearly and respectfully to technical and non-technical staff of differing backgrounds and experience.
Experience with people management is preferred but not required.

Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.
Additional graduate-level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experience. 3.
