Maryland Transit Administration (MTA) is seeking a Deputy Director of Light Rail Operations. The right leader will be responsible for providing overall leadership of Light Rail Operations in formulating and achieving public transportation goals and objectives.

The following duties are a representative summary of the primary duties and responsibilities. Incumbent may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Ensures the Light Rail system follows the safety standards and maintains accountability for all safety performance measures for the agency and subordinate employees.

  • Provides overall leadership of Light Rail Operations and responsible for formulating and achieving public transportation objectives.

  • Manages and participates in the development and implementation of goals, objectives, policies, priorities, and budgets for assigned projects, services, and functional area within the Divisions; makes recommendations and forecasts for future funds needed for staffing, equipment, materials, and supplies.

  • Participates in contract negotiations, administration of collective bargaining agreements, grievance investigations and arbitration proceedings.

  • Provides support to the division/department and others on matters as directed; serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to light rail operations and maintenance; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

  • Provides leadership direction to staff; coordinates and/or provides developmental work plan, trainings, advice, and counsel for staff; manages employee relations and takes appropriate corrective action manages the workflow and prioritization of projects and measures the performance of the division and all related staff.

  • Act as the delegate in the absence of the Director.

  • Other duties as assigned.

Qualifications

PREFERRED QUALIFICATIONS:

Education: Bachelor's degree from an accredited college or university in Planning, Transportation Planning, Public Administration, Business Administration, Economics, Transportation Studies, Environmental Studies or related field.

Experience: Six (6) years of experience in administrative or professional work, with two (2) years of experience in the public transit and/or transportation planning field performing one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules, standards and regulations, exercising responsibility for the development of policies or procedures, and taking a leadership role in operational changes to transit and/or transportation.

Notes:

  1. U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required education and experience on a year-for-year basis.

Licenses & Certifications

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
