DESCRIPTION

The Maryland Transit Administration (MTA) is recruiting for a highly skilled and experienced Chief of Services/IT to join our Procurement Division. This key role involves overseeing the procurement of services and IT contracts, ensuring compliance with Federal and State laws, regulations, policies, and practices. The Chief of Services/IT will coordinate all aspects of the procurement process for large, complex, multi-year projects, providing strategic direction and effective management to consultants, MTA staff, and legal teams.

The successful candidate will act as a liaison with various stakeholders, including the general public, private consultants, Federal Transit Administration, Maryland State Board of Contract Appeals, Department of Budget and Management, and the Board of Public Works. This position requires a high degree of discretion and independent judgment in procurement actions and decisions, addressing potentially significant legal and program-related ramifications.

KEY RESPONSIBILITIES

  • Lead the creation of Request for Proposals (RFPs), including project scope, performance schedules, budgets, and evaluation factors. Ensure a balanced approach between technical capabilities and competitive pricing.

  • Oversee the selection and coordination of evaluation committees, review technical and cost proposals, and determine final contract awards. Ensure transparency and fairness in the selection process.

  • Ensure all procurement activities comply with Federal and State regulations. Coordinate with various MTA departments, legal teams, and external agencies to facilitate smooth procurement processes.

  • Act as a liaison with the general public, private consultants, and various governmental bodies. Provide clear communication and justification for procurement decisions.

  • Develop and update procurement procedures, checklists, and reports. Participate in regional and national procurement forums to stay abreast of the latest industry practices.

IDEAL CANDIDATE:

  • Deep understanding of procurement laws and regulations.

  • Excellent project management skills.

  • Ability to exercise independent judgment in complex situations.

  • High degree of coordination and interaction with internal and external stakeholders to ensure effective management of procurement activities.

Qualifications

PREFERRED QUALIFICATIONS:

Education: A bachelor’s degree in Business Administration, Public Administration, Procurement, Supply Chain Management, or a related field; Advanced degree (e.g., MBA, MPA).

Experience: Four years of professional public sector procurement, or private sector contracting experience, which includes activities such as soliciting, evaluating, negotiating and awarding contracts, advertising procurement opportunities, distributing specifications to vendors, coordinating bidder evaluation committees, conducting vendor debriefings, monitoring contract performance, eProcurement management, professional certification or procurement business operations.

Notes:

  • Candidates may substitute one year of experience in ensuring appropriate and consistent enterprise-wide interpretation of and compliance with enterprise level procurement laws, regulations, policies and procedures for the required education.

  • Candidates may substitute certification as a Certified Purchasing Manager from the Institute for Supply Management/National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Procurement Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Procurement Officials) for the required education.

  • Candidates may substitute professional contract management experience or professional procurement experience, on a year-for-year basis, for the required education.

  • Candidates may substitute a Doctor of Jurisprudence (JD) degree or a Master's degree in Business Administration for two years of the required experience.

  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience and education.

Licenses & Certifications

  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

  • Certified Public Procurement Officer (CPPO) or Certified Professional Public Buyer (CPPB) preferred.

  • Project Management Professional (PMP) certification is a plus.

  • Any relevant state or federal procurement certifications are highly desirable.
