Interior, US Fish and Wildlife Service Program Analyst in Baileys Crossroads, Virginia
Summary This position is a Program Analyst, GS- 0343-12/13 working in Baileys Crossroads, Virginia for the R9-Chief-Office of Law Enforcement. Program Analyst will lead budget, finance, and administrative analysis activities in support of national OLE initiatives and to serve as a senior member of the Wildlife Inspection Program (WIP) management team and as an expert on budget and administrative programs. Responsibilities As a Program Analyst your duties will include but are not limited to the following: Develops and recommends program objectives, manpower, money and material allocations for existing functions and new initiatives. Conducts a continuing array of studies and analyses to improve the effectiveness and efficiency of administrative operations. Prepares and defends program funding proposals, develops briefing materials for management to enhance budget allocations, responds to congressional requests for information, and finalizes reports related to the effectiveness of program activities. Leads assigned organizational unit(s) mid- and long- range budget planning and financial management program evaluation/analysis. Plans, coordinates and develops budget proposals and estimates for appropriated resource management funding and training allocations. Minimum Qualification GS-12 One year of specialized experience comparable in scope and responsibility equivalent to grade GS-11 in the Federal service. Experience may include: analyzing workforce and organizational data to develop and/or recommend appropriate methods for long-term staffing and development needs; collecting and analyzing performance management data and systems; writing memoranda, reports, procedures, manuals, and other written guidelines to introduce, establish, and implement policy and procedures; coordinating recruitment program strategies to meet goals; building relationships with agencies, offices, organizations, professional associations and foreign nationals for recruitment of training missions; providing authoritative professional viewpoints and opinions on the program methods, techniques, and procedures to ensure maximum effectiveness, efficiency, and economy of program operations in accordance with administrative priorities. Minimum Qualification GS-13 One year of specialized experience comparable in scope and responsibility equivalent to grade GS-12 in the Federal service. Experience may include: providing leadership in the development, monitoring and implementation of succession plans for complex programs; analyzing workforce and organizational data to develop and/or recommend appropriate methods for long-term staffing and development needs; collecting and analyzing performance management data and systems; writing memoranda, reports, procedures, manuals, and other written guidelines to introduce, establish, and implement policy and procedures; managing orientation and exit programs; coordinating recruitment program strategies to meet goals; building relationships with agencies, offices, organizations, professional associations and foreign nationals for recruitment of training missions; providing authoritative professional viewpoints and opinions on the program methods, techniques, and procedures to ensure maximum effectiveness, efficiency, and economy of program operations in accordance with administrative priorities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
