**Job Description The Web Administrator is selected by and responsible to the Communications Manager and performs advanced web design and development work [involving web environment design, deployment, development, and maintenance activities]{#_Hlk161927871} related to the agencys internal and external websites (websites). Work involves the comprehensive preparation, coordination and dissemination of information concerning the functions of the agency for the citizens of Texas and other public entities. These functions entail the design of web sites, the creation of web pages, and monitoring the sites content. The Web Administrator will develop, evaluate and maintain web sites and their pages for design, accessibility and content management, working closely with executive management, division directors and agency staff as required. May assign and/or supervise the work of others.The Web Administrator works under minimal supervision with considerable latitude for the use of initiative and independent judgment and performs other duties as assigned.

Essential Duties

  • Develops, maintains, analyzes web applications for the agency, applying a standard look and feel for the TDLR website to promote efficient site navigation. Analyzes the layout of Internet/Intranet pages for efficiency and effectiveness; prepares graphics, text, and tables; and determines the size, arrangement and layout of illustrative material and copy.
  • Assures that the TDLR Web site is in compliance with accessibility guidelines and Department of Information Resources standards.
  • Writes, designs and/or edits website content that includes the preparation of graphics, text, and tables following agency and departmental guidelines.
  • Determines operational, technical, and support requirements for the operation and maintenance of databases, text, and graphics.
  • Evaluates code to ensure that it is valid; properly structured; meets industry standards; and is compatible with browsers, devices, or operating systems.
  • Monitors, analyzes, and reports on website statistics and other means related to performance measures to effectively allocate web resources, confers with management and advises on the status and progress of projects and processes.
  • Assists in the management of the agencys e-mail notification application, including the preparation and distribution of announcements and/or notifications as required.
  • Analyzes, evaluates, reports and makes recommendations concerning the redesign, restructuring, and refinement of the agencys websites and recommendation of specific actions concerning aspects of restructuring and refinement. This may include reaching out to audience groups for feedback i.e. surveys, web statistics, e-mail etc.; uses feedback to improve web content.
  • Recommends new programming technologies to carry out the Departments mission and assists with the integration of the technology into Internet and Intranet environments.
  • Provides technical leadership for system requirements analysis, task and resource estimation and scheduling, project management and implementation regarding the redesign, restructuring, and refinement of the Departments Internet, Intranet and external portal communities and recommends specific actions concerning aspects of restructuring and refinement.
  • Interacts and communicates with the agencys Information Technology Division and Information Security Office personnel to address issues affecting agency websites.
  • Recommend new programming technologies and assist with the integration of the technology into Internet and intranet environments.
  • Implement website security measures for Internet and intranet security, such as firewalls or message encryption
  • Assists in establishing performance standards and goals, and in the development of position descriptions; guides and mentors section staff; provides input on section training, and performance appraisals to ensure meaningf l training and developmental opportunities for each employee in the section.

May attend meetings and prepare, edit and/or distribute related informational releases, articles and content.

Complies with division and/or agency training requirements.

Keeps management appropriately informed of ongoing activity and critical matters affecting the operation and well-being of the agency.
