GENERAL DESCRIPTION Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries. Performs complex (journey-level) information systems access control work in support of the Texas Department of Motor Vehicles (TxDMV), Information Technology (IT) Services Division. Work involves the implementation, analysis, maintenance, and monitoring of information system access control and physical security systems; processing, validating, and auditing access requests; and providing policy and process development input for existing and proposed information system controls. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment. ESSENTIAL DUTIES Creates, enables, modifies, disables, and removes information system accounts in accordance with the Information Security Manual and Access Identity Management Standard Operating Procedures. Follows processes to obtain approvals by Application/Data Owners for requests to access information systems. Establishes criteria and standards for access group and role membership. Monitors the use of information system accounts. Prepares, conducts, and reports on periodic validation of information system access. Automates processes and creates and updates scripts as necessary Establishes or modifies processes and procedures for information system access controls. Provides technical assistance and customer service for information system access. Evaluates and recommends new information system access control systems, processes, and policies. Analyzes and assists in defining and implementing agency disaster recovery business continuity processes and procedures. Assists with defining the information security controls of a system and devise flow charts diagrams describing the logical and operational steps in access control. May travel up to 5% of the time. If travel required, travels by car (may include flying). May include overnight travel. May require working extended hours and some evenings and weekends, as needed. Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures. Performs other job-related duties as assigned. KNOWLEDGE, SKILLS, AND ABILITIES Experience: Scripting and Automation using PowerShell or related scripting languages. Creating and modifying Active Directory users and groups. M365/Office365 user and group administration. Administration of OKTA (preferred) or similar tools. Knowledge of: The techniques used in the design of automated systems and information technology equipment. Regulatory Knowledge Working knowledge of, or the ability to rapidly assimilate information related to TxDMV, State and Federal regulations, legislation, guidelines, policies and procedures. Skill in: Solving problems; scheduling, testing, installing, and implementing applications used for provisioning user access to systems a d applications. Managing multiple tasks, prioritizing, and meeting deadlines. Exercising sound judgment and effective decision making. Effective oral and written communication across teams. Ability to: Analyze systems and procedures, to write and revise standards and procedures, to handle multiple tasks, to communicate effectively, and to provide guidance to others. Plan, coordinate, and handle multiple projects within responsibility area to meet short- and long-term deadlines. Analyze, organize, and communicate information clearly, concisely, and effectively. Provide excellent customer service. Qualifications: MINIMUM REQUIREMENTS Education and Experience Education High School graduation or equivalent. Graduation from an accredited four-year college or university with a major in computer science, information assurance, computer information systems, management information systems, electronics, telecommunications, or a related field preferred but not required. Experience - Minimum three (3) years experience in access and identity management, information assurance, information security auditing, system administration, or physical security systems operation.
