General Description:

The purchasing and contracts manager leads a small group of two purchasers within the Finance Department at the Texas Veterans Commission (TVC), a mid-size agency; and performshighly complex to advanced (senior-level) contract management work. Work involves developing, evaluating, and tracking a broad range of contracts with extensive latitude for the use of initiative and independent judgment while ensuring the general purchasing functions meet state and agency standards.Applicants must be able to perform multiple tasks concurrently with a high degree of accuracy and attention to detail. This position reports to the Chief Financial Officer. This is a great opportunity to lead a small group within the Finance team. TVC offers a flexible work schedule upon Director approval (satisfactory performance must be maintained). Position will need to report to HQ as needed./To promote a strong environment, TVC maintains a telecommuting policy. The policy is decided by division and contingent on continued performance.///

  • * Essential Duties and Responsibilities:

  • *

· Lead and supervise two purchasers to ensure the agency meets established business processes.

· Oversees purchasing and contracting for goods and services.

· Demonstrate extensive knowledge related to purchasing, requisitions, and purchase orders within CAPPS.

· Maintain policy and procedure for procurement and contracting group.

· Develop contracts by identifying provider resources, describing services to be rendered, evaluating information supplied by bidders, and negotiating contract features.

· Oversee the coordination and facilitation of procurement related meetings such as kick-off and pre-proposal meetings, post-ward conferences, team briefings, and evaluation scorings.

· Manage and facilitate contract pre-award and post-award activities.

· Monitor contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract policies and recommend cancellation of contracts when deviations occur.

· Confer with contract providers to ensure compliance with policy, procedure, legal, and fiscal requirements.

· Resolve contract issues and concerns.

· Negotiate contract renewals, amendments, and plan changes.

· Review specifications for bid requests.

· Plan, develop, coordinate, and maintain procurement documents, bid evaluations instruments, and records.

· Ensures the Historically Underutilized Business (HUB) program is utilized to award purchase orders/contracts to eligible HUBs to meet the statewide HUB goals in the applicable categories.

· Assists in overseeing and coordinating the agency’s Statewide HUB Program.

· Analyze, interpret, and clarify legislation, statutes, federal regulations, and assist with the development of contract administrative policies, procedures, rules, and regulations to ensure compliance with agency and governmental regulations.

· Work with program directors and agency training team to coordinate contracts and events.

· Provide technical assistance to a variety of internal and external customers regarding contract administration, policies, and procedures.

· Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

· Perform other duties as assigned.

Minimum Education:

Graduation from an accredited four-year college or university with a major in Business Administration, Public Administration, Finance, Accounting, or a related field.Experience and education may be substituted for one another.College Transcripts are required and must be provided before an interview can be extended, it is preferred they be attached to the application.

Minimum Experience:

· Contract Specialist IV- Minimum of three (3) years’ experience in purchasing, contracting or contract management. Minimum of 2 years of Texas state purchasing or contracting experience.

· Contract Specialist V- Minimum of four (4) years’ experience in purchasing, contracting or contract management. Minimum of 2 years of Texas state purchasing or contracting experience.

Additional Requirements

· Certification as a Certified Texas Contract Manager (CTCM).

· Certification as a Certified Texas Contract Developer (CTCD), or attainment of this license within 12 months of hire.

· A valid Texas Driver’s License must be provided within 90 days of hire.

Preferred Experience and Qualification:

· Working knowledge of CAPPS, specifically the procurement module.

· State of Texas experience with procurement (purchasing and contracting), including contract negotiations preferred.

· Experience with information technology procurements and Department of Information Resources procurements.

· Experience leading and overseeing staff in an office setting.

· Honorably discharged Veteran strongly preferred.

Knowledge, Skills, and Abilities:

· Knowledge of state procurement and contract management requirements, regulations, and best practices; of negotiating contracts; of developing contracts; of business administration and accounting principles and practices; and of policies and procedures of contract management

· Ability to evaluate contracts and recommend future status; to interpret policies, procedures, and regulations; to evaluate fiscal data for reasonableness, necessity, and conformity with contract requirements; to write and edit contract requirements and specifications; to negotiate features of a contract; to communicate effectively; and to supervise the work of others.

· Skill in developing methods and procedures for locating supply sources.

· Skill in using Microsoft Excel to create spreadsheets and queries to extract purchasing information.

· Skill of strong attention to detail a must.

· Ability to apply state contracting policies and procedures as published in the Texas Procurement and Contract Management Guide.

· Ability to tabulate and evaluate bids.

· Ability to interpret laws and regulations.

· Ability to make sound judgments and decisions.

· Ability to communicate effectively and accurately both verbally and in writing.

· Ability to work efficiently and independently in a dependable and organized manner to meet various deadlines.

· Ability to provide guidance and assistance to agency staff.

· Ability to work cooperatively with others in a team environment.

*Environmental & Physical Conditions: * Normal office work environment, mostly sedentary in nature. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping, and bending; and safely lifting and carrying items weighing up to 30 pounds. Work involves extensive telephone usage and repetitive hand/wrist/finger motions while using the computer.
