ABOUT US: Our Agency: The Texas Military Department (TMD) is commanded by The Adjutant General of Texas, the state's senior military official appointed by the governor, and is comprised of the Texas Military Department (State Federal Civilian Employees), the Texas Army National Guard (TXARNG), the Texas Air National Guard (TXANG)andthe Texas State Guard (TXSG). BRIEF POSITION SUMMARY Performs advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning for the Texas State Guard (TXSG). Work involves establishing the strategic plan and goals and objectives; developing policies; reviewing guidelines, procedures, rules, and regulations; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities; and reviewing and approving budgets. Plan , assigns and supervises administrative and training personnel on a daily basis and ensures all TXSG staff are trained during drill status in various activities pertinent to the planning for and execution of Defense Support to Civilian Authorities (DSCA) missions assigned to TXSG. Reports to the TXSG Commander on matters related to DSCA missions and works under the minimal supervision of the Texas Military Department (TMD) Director of Joint Staff (DJS) for all State-agency specific administrative and operational activities, with extensive latitude for the use of initiative and independent judgment. ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES Directs TXSG program areas and activities. Develops and implements techniques for evaluating TXSG program activities. Develops and establishes goals and objectives consistent with the agencys strategic plan. Develops, reviews, and approves TXSG budgets. Oversees briefings, reports and evaluations to the DJS concerning budgets, equipment, personnel and operations of TXSG. Identifies necessary revisions to TXSG program areas; oversees coordination of program information and dissemination on the TXSG programs and procedures. Provides direction, guidance, and assistanceto supervisors responsible for coordination of TXSG program areas in support of TMD and TXSG goals and objectives. Represents the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees as requested; serves as liaison with unit members and other agencies. Reviews and approves management, productivity, and financial reports and studies. Reviews guidelines, procedures, rules, and regulations; and monitors compliance. Reviews results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance. Plans, develops, and approves schedules, priorities, and standards for achieving goals; and directs evaluation activities. Plans, develops, implements, coordinates, monitors, and evaluates policies and procedures. Oversees coordination between organizational units of the TXSG with the Army/Air National Guard units, the general public, the DJS and the TXSG Commander. Supervises and assigns the work of administrative personnel to include all administrative personnel during drill status. Performs related work as assigned. Qualifications: MINIMUM QUALIFICATIONS EDUCATION: Graduation from an accredited four-year college or university is required. PREFERRED EDUCATION: Graduation from an accredited four-year college or university with major coursework in business, business management or a related field preferred. EXPERIENCE: Eight years of supervisory/management experience is required. Seven years of experience managing a business function, division, or department relevant to the assignment is required. Experience in preparing and managing budgets is required. Experience using Microsoft applications is required. PREFERRED EXPERIENCE: Prior military experience is preferred. Experience in managing a volunteer organization is preferred. Experience in planning, coordinating, or conducting DSCA operations is preferred.
