GENERAL DESCRIPTION Performs complex human resources work in a fast-paced environment. Work involves coordinating and administering one or more human resources management programs and ensuring compliance with state and federal laws and regulations. Programs may include employee relations, compensation, timekeeping, new hire orientation, benefits, preparation and updating of employment records related to hiring, transferring, promoting, terminating, and communication of state statutes as well as TJJD policies and procedures. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. May be required to work in excess of 40 hours per work week and travel occasionally. ESSENTIAL FUNCTIONS Coordinates and administers human resources programs such as CAPPS timekeeping, compensation, FMLA, employ e relations, discipline, benefits, workers compensation, and new hire orientation. Prepares and updates employment records related to hiring, transferring, promoting and terminating. Ensures new hire documentation is completed and processed. Coordinates the maintenance and analysis of human resource automated systems, files, records, and reports. Counsels management or staff on issues, and explains rules, policies, and regulations related to human resources management. Prepares, disseminates, and maintains human resources correspondence and department reports within the agency and to outside agencies Develops solutions to problems through procedures or applications of policies Monitors compliance with state and federal laws and regulations. Assists in planning, developing, revising, and implementing human resources policies, procedures, and forms. Reports any presence or perception of racial, ethnic, and/or gender disparities. Performs a variety of related duties not listed, to be determined and assigned as needed. Performs all duties in compliance with agency safety policies and procedures: Reports safety hazards and corrects hazards when possible. Completes required documentation in the event of an accident/injury within requested time frames. Attends work on a regular and predictable schedule in accordance with agency attendance and leave polici Qualifications: MINIMUM QUALIFICATIONS Bachelors degree. Two (2) years of full-time wage earning human resources experience or general office experience that included human resources related functions. Preferred: Bachelors degree in human resources, business, or a closely related field. Experience using the Centralized Accounting/Payroll and Personnel System (CAPPS) HR or PeopleSoft. Experience using Microsoft Office applications (Outlook, Excel, Word, Experience in using a relational data base system. Experience and Education Substitutions: One year of appropriate experience may be substituted for one year of college (30 course hours) on a year for year basis. Completed course hours of undergraduate study may be substituted for up to four years of experience on a basis of 30 course hours for one year of experience. Completed course hours of graduate study may be substituted for up to two years of experience on a basis of 12 graduate course hours for one year of experience. PHR, SPHR, SHRM-CP, or SHRM-SCP certification can substitute for one year of experience. Experience requirements may be satisfied by the prorated part-time equivalent. Note: Any degree, diploma, high school equivalent, or course hours required to meet minimum qualifications must be obtained from an accredited educational institution.
