THECB is observing a hybrid telecommuting schedule with employees required to be in the office at least two (2) days per week.We are located at the George Herbert Walker Bush building located in the capitol complex at 1801 Congress Ave. Austin, TX 78701. General Description:The primary function of this role is to oversee the implementation of policy related to the Texas Transfer Framework across the state of Texas. This role involves managing various committees focused on transfer initiatives, ensuring compliance with state and federal regulatory requirements, and facilitating effective communication among stakeholders. The ideal candidate will have a strong background in transfer with experience in stakeholder engagement, policy implementation, project management, and committee facilitation. This position will report to the Assistant Commissioner for Academic and Health Affairs. General Duties and Responsibilities: Work collaboratively to oversee the implementation of policy related to the Texas Transfer Framework across the state of Texas. Engage with external stakeholders, including institutional leadership and faculty on transfer-related issues in higher education. Lead the development, implementation, and review of transfer policies to ensure they meet agency goals and comply with relevant regulations. Oversee committees and subcommittees dedicated to transfer policy planning and implementation including member nominations and appointments, agenda setting, meeting logistics, meeting facilitation and action item follow-up. Serve as the primary point of contact for all transfer-related inquiries and respond in a timely manner. Build and maintain relationships with internal departments, external organizations, and regulatory bodies. Communicate policy changes and updates effectively to all stakeholders. Work with the division of Data Management and Research to collect and analyze data related to transfer processes, identify trends, challenges, and opportunities for improvement. Prepare and present reports on transfer policy effectiveness and committee outcomes, including the Texas Transfer Report, to internal and external stakeholders. Develop training materials and conduct workshops to educate staff and stakeholders on transfer policies and procedures. Provide ongoing support and guidance to committees and staff regarding transfer-related issues. Knowledge, Skills, and Abilities: Knowledge of public colleges and universities including administrative structures and curriculum. Knowledge of the transfer student experience and transfer policy in the state of Texas. Ability to establish and maintain effective working relationships both internally and externally. Ability to plan, organize, effectively manage, and complete multiple priorities and projects concurrently; and to keep division leadership abreast of issues. Ability to communicate information in a clear, organized, concise, professional and courteous way, in both spoken and written form in a variety of public settings. Skill in developing presentations studies, reports, and other documents. Skill in reviewing materials for accuracy and efficiently identifying, researching, and correcting errors. Ability to research, understand, and appropriately interpret and apply state and federal laws, rules, regulations, policies, and procedures. Ability to exercise sound judgement and discretion when applying relevant policies and procedures. Ability to work under pressure to meet deadlines. Skill in gathering, assembling, correlating, and analyzing facts to devise solutions to problems. Ability to adhere to the agencys internal management policies and pro edures. Knowledge of business English, grammar, spelling, punctuation, and writing fundamentals including proofing and editing documents. Three (3) years of experience with transfer or student success at a public institution or system of higher education Preferred: Masters degree in a related field. Experience working within the Texas transfer landscape. Experience managing committees or facilitating group discussions. Experience working with faculty at a public institution or system of higher education Experience with curriculum design. Experience managing large-scale projects or initiatives. Proficiency in data presentation, analysis or reporting.
