POSITION OVERVIEW:The Team Lead-General Ledger/Financial Reporting assists the Assistant Director of Accounting in ensuring all team members are meeting all monthly/quarterly GL accounting responsibilities, meeting deadlines for federal/state financial reporting compliance requirements, accurate reconciliations, and providing suggestions on work distribution. The Accounting Division of the Texas Education Agency (TEA) administers a system of internal controls to ensure all purchase orders, contracts, allocations to subgrantees, payments to vendors and school districts, agency employees' salaries, benefits, tax deductions, and travel are processed in accordance with the General Appropriations Act and State and federal laws or regulations. The General Ledger/Financial Reporting unit of the Accounting Division is responsible for coordinating accounting and related activities to ensure timely and accurate reconciliations, preparation of financial analyses and reports, establishing and maintaining accounting procedures and controls, and assisting in preparation of the TEA Annual Financial Report (AFR). The team is searching for a distinguished individual that has a strong work ethic, the ability to balance many tasks simultaneously in a fast-paced environment, and the desire to gain more experience with accounting principles, practices, and procedures. The position reports to the Assistant Accounting Director in the Accounting Division. The position may oversee a team of 4 employees. Flexible work location within the state of Texas may be considered for qualified candidates. ESSENTIAL FUNCTIONS:Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned. 1. Accounting Reconciliations: performs monthly reconciliations between TCAPPS (TEA's modified version of CAPPS accounting system) and the Uniform State-wide Accounting System (USAS) at the cash and appropriation levels; maintains overall quality control of the accounting system and ensures the integrity of system processing and accounting files2. Federal Grant Reconciliation and Reporting: performs monthly reconciliations of federal grants and prepares federal grant reports on a monthly, quarterly, and annual basis3. Report Development: assists in the preparation of the AFR and completes all assigned schedules, notes, exhibits, non-financial section, etc. in accordance with Governmental Accounting Standards Board (GASB) and Office of the Comptroller of Public Accounts requirements4. Coordination and Collaboration: maintains databases for monthly consolidated admin allocation, and revenues/expenditures appropriation reconciliations; performs monthly Fund 0002/0003 projection am ng the Budget, School Finance, and Accounting divisions; provides bi-weekly EMAT report for stakeholders5. Team Management and Supervision: provides guidance, training and assist the Assistant Director of Accounting with additional tasks, projects, or assignments as requested. Analyzes and recommends improvements, adaptations, or revisions to the accounting system and accompanying procedures Qualifications: MINIMUM QUALIFICATIONS: Education: Graduation from an accredited four-year college or university Experience: At least five (5) years of experience in accounting and financial operations. Prior experience with general ledger, reconciliations, Annual Financial Reports, and federal grants is preferred. OTHER QUALIFICATIONS: Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military; Intermediate or advanced Excel knowledge is required; Certified Public Accountant (CPA) license is preferred, but not required; Knowledge of fiscal programs, governmental accounting, budget control methods, policies, and procedures and of laws and regulations pertaining to state government financial operations is highly preferred; Ability to perform complex accounting work and interpret complex accounting theory; Experience with complex accounting systems such as an enterprise resource planning system is preferred; Working knowledge of Microsoft Access and Microsoft Word is preferred; Ability to engage in a collaborative, results-oriented team environment; Highly organized; ability to manage multiple projects at once and meet deadlines; Excellent written and oral communications skills; Possess a desire to self-reflect, give/receive feedback and continuously improve.
