General Description The Railroad Commission of Texas seeks an Information Security Analyst II to serve in the Information Security Team for the Information Technology Services Division. An Information Security Analyst IIs work involves coordinating and/or planning, implementing, and monitoring security measures for information systems and infrastructure to regulate access to computer configuration and data files and to prevent unathorized modification, destruction, or disclosure of information. May supervise the work of others. This role will work under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Job Duties Designs, automates, manages, and deploys security applications and infrastructure program activities. Coordinates the implementation of computer system security plans with agency personnel and outside vendors. Coordinates agency policies for encryption of data transmissions and the definition of firewall configuration to protect confidential information in transit. Develops and recommends plans to safeguard computer configurations and data files against accidental or unauthorized modification, destruction, or disclosure and to meet emergency data processing needs. Participates in the development of information technology disaster recovery and business continuity planning. Performs and reviews technical risk assessments and reviews of new and existing applications and systems, including data center physical security and environment. Confers with users to discuss issues such as account permission and data access needs, security violations, and programming changes. Modifies and monitors computer configuration and data files to incorporate new software and virus protection systems, correct errors, or change individual access status. Plans deploys continuous automated security compliance capabilities. Monitors, evaluates, and maintains systems and procedures to protect data systems and databases from unauthorized access. Regulates and reviews access to computer configuration and data files and prevents unauthorized modification, destruction, or disclosure of information. Researches, evaluates, and recommends systems and procedures for the prevention, detection, containment, and correction of data security breaches. Trains users and promotes security awaren ss to ensure system security and to improve application, server, and network efficiency Participates in developing corrective action plans for projects or programs determined to be out of compliance with established policies or processes. Advises management and users regarding security configurations and procedures. Assists in the areas of information technology planning, justification, and procurement. For Military Crosswalk information, please visit: Military Crosswalk for Occupational Category - Information Technology (texas.gov) Qualifications: Minimum Qualifications Bachelors degree from an accredited four-year college or university, preferably with major coursework in information systems, computer science, data processing, business, or a related field. Three (3) years experience involving information technology programs. Experience and education may be substituted on a year for year basis. Preferred Qualifications Experience dealing with regulatory, IT governance, and legislative processes, as related to Information Security processes. Experience with process improvement strategies and methodologies Proven ability to lead change and design more efficient processes Proven ability to resolve conflict and deal with challenging situations Knowledge, Skills, and Abilities Knowledge of the limitations and capabilities of computer systems; of technology across all mainstream network, operating system, and application platforms; of operational support of networks, operating systems, Internet technologies, databases, and security applications; and of information security practices, procedures, and regulations. Skill in the use of computers and applicable software; and in configuring, deploying, monitoring, and automating security applications and infrastructure. Ability to resolve complex security issues in diverse and decentralized environments; to learn, communicate, and teach new information and security technologies; to communicate effectively; and to supervise the work of others. Skill in coordinating and solving problems. Skill in managing user expectations and satisfaction. Ability to respond effectively in high priority, high pressure, or highly visible situations (e.g. Elected Official, Legislative, or Executive requests) when necessary and meet changing demands, priorities, and timelines. Ability to communicate complex technical information clearly and concisely, both orally and in writing, to diverse audiences. Ability to analyze systems and procedures, write and revise standards and procedures, handle multiple projects. Ability to maintain working relationships with internal/external stakeholders. Miscellaneous Requirements: Ability to work Monday-Friday, 8AM 5PM with occasional flexible hours, overtime, weekends. Position requires occasional overnight travel.
