GENERALDESCRIPTION The Procurement and Contact Operations Division of the Office of the Attorney General (OAG) is seeking a Contract Specialist that performs advanced contract initiation and procurement work. Work involves coordinating, developing, and evaluating a broad range of contracts. May supervise the work of others. ESSENTIAL POSITIONFUNCTIONS Monitors the contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of the contract and policies. Provides technical assistance to internal staff; provides guidance to help maximize performance, achieve project success; interprets and clarifies standards. Must be able to process data from multiple sources, forecast potential impacts, prioritize based on probability and desired outcome. Monitors legal and regulatory requirements pertaining to contracting. Assists in the process of dispute resolution with the accounting division by providing pertinent information. Identifies training needs and trains others; provides technical guidance to less-tenured contract staff Performs related work as assigned Maintains relevant knowledge necessary to perform essential job functions Attends work regularly in compliance with agreed-upon work schedule Ensures security and confidentiality of sensitive and/or protected information Complies with all agency policies and procedures, including those pertaining to ethics and integrity Qualifications: MINIMUMQUALIFICATIONS Education: Bachelor's degree from an accredited college or university; experience in the following (or closely related) fields may be substituted for the required education on a year-for-year basis: contract management, procurement, business and finance Experience: Three years of full-time experience working in the following (or closely related) fields: contract management, procurement, business and finance. Knowledge of Contract initiation process and procurement methods and procedures, Knowledge of Contract management principles, dispute resolution, monitoring, and budget. A thorough understanding of the contract management lifecycle is also required. Skill in handling multiple tasks, prioritizing, and meeting deadlines Skill in effective oral and written communication Skill in exercising sound judgment and effective decision making Ability to receive and respond positively to constructive feedback Ability to work cooperatively with others in a professional office environment Ability to provide excellent customer service Ability to work in person at assigned OAG work location, perform all assigned tasks at designated OAG work space within OAG work location, and perform in-person work with coworkers (e.g., collaborating, training, mentoring) for the entirety of every work week (unless on approved leave) Ability to arrange for personal transportation for business-related travel Ability to work more than 40 hours as needed and in compliance with the FLSA Ability to lift and relocate 30 lbs. Ability to travel (including overnight travel)up to 5% PREFERRED QUALIFICATIONS Education: Graduation from an accredited four-year college or university with major course work in business or public administration or a related field is generally preferred. Experience and education may be substituted for one another. Experience: Experience in contract monitoring and management Experience: CAPPSeProFinancial System ierequisition entry Knowledge: Texas contract lifecycle Skills: Problem solving and negotiation Abilities: Perform mathematical calculations to reconcile invoices to services performed Certifications: Certification(s) as a Certified Texas Contract Manager (CTCM), or Certified Texas Purchasing Manager (CTPM).
