Oversees complex operations/business support functions for the Maritime Division. Provides direction/guidance in strategicoperations and planning. Oversees and directs financial aspect of divisionandrsquo;s grant programs; forecasting and budget analysis;budget development, including Legislative Appropriation Requests; contract development and administration; project controlssupport; project oversight; resource allocation; purchasing; equipment; facilities; and safety. Establishes policies/proceduresand develops goals and objectives that integrate support and functional activities for the division. Coordinates with humanresources, information management and financial management divisions to resolve issues integral to the organizationandrsquo;s functionalresponsibilities. Supervises a group of professional and technical employees. Work requires extensive contact with high-levelexecutives, government officials, internal agency audiences and public/private entities. Employees at this level are virtuallyself-supervising and assume direct accountability for the work product.Essential Duties: Analyzes trends on resource expenditures, economic impacts, or monthly and ad hoc reports.Coordinates with other divisions to ensure timely contract, supplemental, and work authorization reviews, approvals,execution, and resolution of issues.Directs and oversees administrative and business functions to include contract administration, purchasing, budget,facilities management, forecasting, planning, inventory control, reporting, and coordinating and monitoring functional activities.Directs the planning, development, procurement, and contract award of professional, architectural, engineering,consultant, and ROW services and contracts.Manages the development, coordination, implementation, and management of highly advanced and complex annual operationaland program budgets.Reviews requests for resource reallocations, evaluates justifications, recommends actions and submits Additional Fundingand Budget Requests.Forecasts short and long-term projections including support from multiple funding sources and confers with staff torecommend priorities and future goal planning.Oversees record support functions in the areas of records management, central files, records disposition, correspondenceand open records requests.Serves as a member of the district/division staff and leadership team, represents staff at executive meetings, publicevents and participates in broad decision-making and policy setting initiatives.Directs the development, execution and administration of grants and contracts for the Maritime Infrastructure Program andSeaport Connectivity Program to include oversight of financial resources and division operations.
