Performs complex project management work. Work involves coordinating the planning and initiation of a small project or phase (s) of a larger project at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.Essential Duties:Communicates and explains project methodology and processes to interested groups and team members.Compiles and distributes project information, status reports, and project budget expenditures.Coordinates project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors and assure coordination and approvals through FHWA.Coordinates, plans, and evaluates a small project or phases (s) of a larger project using accepted project management methodologies.Develops criteria for evaluating programs, proposals, and other pertinent information related to areas of responsibility.Develops project budgets, schedules, work plans, resource requirements, cost estimates and projections.Identifies potential project impediments, risks, and issues; and designs strategies to mitigate or avoid them.Initiates projects, obtains authorization and commitment, and demonstrates business need and project feasibility.May serve as a lead worker and the related tasks.Monitors and manages project cost and quality to ensure project is completed within budget and to ensure deliverables are acceptable and fulfill the terms of the project contract or specifications.Prepares and monitors scorecards, dashboards, metrics, and goals.Reviews and evaluates proposals and bids and submits to management for approval.Performs other job responsibilities as assigned.
