Job/Position DescriptionInvestigator VThis position reports to the Substance Use Disorder Compliance Unit Assistant Director and requires professional competence conducting investigations of reported or suspected violations of statutes, rules, regulations, and standards or procedures. It also requires competence in evaluating evidence, preparing investigative reports, reviewing substance abuse and opioid treatment program policies and procedures, physical plant environments, personnel files, client records and other related documents to determine compliance with facility licensing rules and related statutes. This position is also responsible for creating complex investigation reports based on findings of noncompliance, referring facilities to the Enforcement Review Committee for administrative action consideration; coordinating and providing organizational, clinical and licensing expertise to facility licensure applicants, licensees, and the public. May assist in training Substance Use Disorder Compliance Unit Inspectors/Investigators, and may supervise Inspectors/Investigators during the training process. Performs other duties as assigned. Works under moderate supervision with extensive latitude for the use of initiative and independent judgement. Travels statewide as needed in the performance of this job. OnlEssential Job FunctionsEJF 1: Conducts investigations across the state of Texas of alleged violations of statutes, standards, rules, regulations, or procedures. Identifies, gathers, and examines complex records of individuals and organizations. Examines and analyzes financial records of entities. Conducts interviews of facility personnel, clients, and others as needed during the course of an investigation, and obtains written statements. (40%)EJF 2: Creates complex investigation reports based on findings of non-compliance using Word, Excel, and other software applications as needed. Composes, edits, and proofreads reports and technical documents for work activities. Utilizes Outlook in communicating and planning tasks. Provides organizational, clinical and licensing expertise to licensees and other interested parties. (40%)EJF 3: Plans, coordinates and schedules investigations ensuring efficiency in travel time and costs with supervisory personnel. Prepares travel request, vouchers, and related documents and reports. Maintains and updates timekeeping data, investigation data systems. (10%)EJF 4: Testifies at informal conferences, enforcement meetings and hearings. Assists other regulatory and enforcement staff as needed. Attends and participates in educational workshops, conferences, and trainings when available. (10%) Registrations, Licensure Requirements or CertificationsLicensed Chemical Dependency Counselor (LCDC), or equivalent preferred but not required.Knowledge Skills AbilitiesKnowledge of substance use disorder treatment modalities, professional licensing standards for Licensed Chemical Dependency Counselor, Counselor Intern, and Certified Sex Offender Training. Knowledge of investigative principles, techniques, and procedures, and rules of evidence. Skill in using a personal computer and software such as Microsoft Word, Excel, Office, Outlook, and databases. Skill in composing clear and concise reports based on findings of non-compliance of rules and statutes, interviews, statements and evidence. Ability to plan, organize and conduct investigations.
