Directs and oversees all activities of the Human Resources Division to include the development of policy relating to all phases of human resource management and planning, including personnel administration, recruitment, ethics, employee conduct, classification, compensation, employee benefits. employee resources, training, and wellness. Reports to the Chief Administrative Officer. Work requires extensive contact with high-level executives and governmental officials. Employees at this level perform work at the highest level of discretion and independent judgment. Essential Duties: Analyzes legislation to assess impact on programs, oversees activities to prepare reports/responses to members of Administration, the Transportation Commission or the Legislature; directs development and implementation of programs in response to legislation.Develops staff through mentorship, internal and external professional development, and one-on-one coaching.Monitors human resource litigation brought against the Department.Oversees administration of the human resources management systems and departmental activities related to Human Resources, information systems development, administration and maintenance, and data reporting.Oversees automated maintenance and processing of personnel records and actions, deferred compensation and retirement planning programs, benefits programs, and incentive awards programs.Oversees compensation staffing functions, compliance with the state position classification act, and human resources related federal laws.Oversees employee relations related activities to include employee performance management, progressive discipline, substance abuse, employee assistance programs, and leave programs.Oversees executive staffing and departmental recruiting/retention programs and employee orientation programs.Oversees training, quality, and development program functions to include internal/contracted agency training activities, administration of education assistance and master's program, and quality initiatives and partnering activities.Recommends staffing and funding for division related activities.Recommends to the Chief Administrative Officer and implements policy and procedures for human resource management activities.Represents the Department at national, state, and local levels concerning Human Resources activities.Serves as a witness and/or participates in depositions as coordinated by the Transportation Division of the Attorney General's office or the Department's Office of General Counsel, as required.Performs other job responsibilities as assigned.
