General Job Description: The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with internal Oil Spill Prevention and Response Program Area. Performs moderately complex (journey-level) program management work for the Oil Spill division of the Texas General Land Office (GLO) involving program management, planning, and development for Vesseland Structure RemovalOperations program. Manages the life cycles of assigned programs and projects related to Vessel and Structure Removal Operations, works with government agencies, stakeholders, and communities on cross-functional teams to achieved desired results. Develops, and implements program standards, goals, and objectives in alignment with agency strategic plan. Collaborates with Deputy Director in the review and analysis program initiatives. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment. Performs other duties as assigned. Other duties as assigned may include but are not limited to actively participating and/or serving in a supporting role to meet the agencys obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. The successful candidate will be an integral part of the Oil Spill Prevention and Response department. Optional Benefits such as dental, vision, and life insurance Minimum of 96+ Hours of Annual Leave a year **Annual leave increases with length of service LinkedIn Learning access to on-demand online learning to develop your technical and soft skills Essential Duties: Provides ongoing program management, planning, and development for the Abandoned/Derelict Vessel Removal Operations and Abandoned/Derelict Structure Removal Operations program. This includes prioritizing target vessels and structures, identifying removal methodology, effectiveness and explores funding opportunities for removal. The position manages assigned programs, defines goals, objectives, and the implementation of new programs, program updates or projects to align with program and agency requirements, policies, procedures, and strategic objectives. Provides full life cycle programmatic and project support communicating with relevant parties to provide updates, program, and/or project changes, and identifies problems or gaps. Makes recommendations to mitigate risks to program or projects. Ensures all updates are communicated fully and can be understood by both technical and non-technical parties to the information. Manages the Oil Spill Vessel-Turn-In Program and serves as agency and community liaison for the program working to eliminate sources of pollution in the Texas waterways. Provides no cost relinquishment, removal, salvage and destruction of derelict vessels to the public. Works with GLO staff and leadership, industry, government agencies, stakeholders, and communities on c oss-functional teams to further the mission of environmental stewardship of the Texas waterways by the GLO. Facilitates the removal of vessels and recovers oil pollutants furthering the conservation mission of the GLO. As a member of the incident command team assists the program and agency during post-storm recovery and Oil Spill operations. Participates in planned and unplanned training and preparedness exercises including training exercise sessions and oil spill incidents that require overnight training. The training functions are in alignment with the requirements of the GLO Continuity of operations plan (COOP). Qualifications: Minimum Qualifications: Graduation from an accredited four-year college/university with a degree in either natural sciences, marine transportation, or environmental studies or related field. Three (3) years experience in natural science, environmental studies, emergency management, maritime industry, oil handling operations, shoreline cleanup assessment or related experience. Experience and education may be substituted for one another. Preferred Qualifications: Experience responding to, or operating in, coastal oil spills. Experience with derelict/abandoned vessel or structure removal operations. Federal or state regulatory experience. Knowledge of applicable local, state, and federal ordinances, laws, rules, procedures, policies, and practices including the Oil Spill Prevention and Response Act (1991). Skill in spill clean-up strategies and of petroleum pollutant analysis. Skill in the operation and maintenance of natural resources equipment; and in the use of a personal computer with proficiency in Word, Excel, Access, and PowerPoint. Knowledge, Skills and Abilities: Facilitates and maintains relationships between internal and external stakeholders, vendors, internal divisions/departments and senior management to achieve performance goals, contract compliance, customer satisfaction, and quality service delivery. Ensures that program decisions are made in accordance with program requirements; other applicable rules, policies, and procedures; and the agencys strategic objectives. Identifies program requirements and establishes methodology to measure the effectiveness of agency initiatives; identifies program gaps and proposes improvements or enhancements.
