Job/Position DescriptionThe Compliance and Quality Control (CQC) division has an opening for a Financial Analyst IV. The position will serve as a financial analyst within the Solicitation Review Unit of CQC and will report to the Director of Solicitation Review. This position may be eligible for telework. The posted salary range reflects the minimum and maximum salary available based on the divisionand#146;s budgeted funds. Any salary offer will be commensurate with the qualifications and experience of the individual but will be within the posted range.The financial analyst in the Solicitation Review Unit is responsible for the analysis, review, and validation of the Health and Human Services evaluation scoring tool and its application in the selection and award of procurements. This position performs advanced financial analysis work, including reviewing, testing, evaluating, and validating procurement tools, records, and awards. Develops evaluation tools and processes. Prepares reports and responds to inquiries. Collaborates with procurement staff to facilitate evaluation training, solicitation evaluations, and evaluation outlier meetings. Reviews and validates evaluation documents; reviews, analyzes, and evaluates financial data; and conducts objective cost evaluations. Recommends and approves appropriate action to resolve evaluation problems, with particular emphasis on problems tied to financial documents; reviews/approves the work of procurement, program, and legal staff related to the evaluation process and cost proposals of complex solicitations. Exercises sound judgment in making critical decisions and identifies the need for and uses appropriate intervention measures; escalates issues to management as needed. Interprets state and federal laws, rules, and regulations related to procurement and evaluation activities and ensures all procurement- and contract-related tasks are performed with the highest level of accuracy and in accordance with applicable statutes, regulations, and HHSC policies and standards. Maintains effective working relationships with agency stakeholders. May supervise the work of others or serve as a team lead, as assigned. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.Essential Job FunctionsEJF1. Develops evaluation tools and related documents for complex solicitations and work orders; ensures evaluation criteria and weights are appropriate and formulas are correct; and ensures the evaluation tool is secure and appropriate fields are protected. Reviews evaluation criteria and associated weights to determine if they are relevant to determine best value for evaluating a solicitation and provides associated assistance to purchasing staff and program areas. Reviews solicitation requirements to ensure that evaluation criteria and subcriteria are sufficient to score the response and assists with identifying additional or alternate criteria and subcriteria when needed; assists with identifying criteria to be scored versus information that is to be used for initial screening or for final award determinations; and ensures cost proposal exhibits align with the scored cost evaluation criteria.
