DEPARTMENT OF STATE HEALTH SERVICES Financial Analyst III in Austin, Texas

Job/Position DescriptionGrants Fiscal Coordinator - Financial Analyst III - Performs advanced (senior-level) financial analysis and fiscal monitoring for the Department of State Health Services (DSHS). Work involves the review of grant accounting records, financial statements, management practices, and internal controls for compliance with statutes, Federal and State laws and/or regulations, grant guidance, DSHS policies, and contract provisions. This position provides technical assistance to DSHS stakeholders in all matters relating to financial compliance, and assists with the workflow for the group. The Grants Fiscal Coordinator will be assigned special projects, prepare standard and ad hoc reports, assist with Standard Operating Procedures (SOP's), work on process improvement initiatives and assist in developing presentations for a variety of audiences, including Executive leadership. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment. Hybrid schedule is available dependent on experience and performance.Essential Job Functions(40%) Reviews and interprets Federal and State regulations, Legislation, Grants Management Standards, and policies and procedures that affect fiscal oversight. Serves as a consultant and technical advisor on financial matters and related IT issues for administration, programs and contractors. Lead special project teams and/or workgroups. (30%) Prepare ad hoc reports/queries and/or presentations as requested by management to assist with analysis of grant funds, including the impact on monitoring activities. Assists with maintenance and update of the website. (20%) Performs complex financial monitoring of government, educational, non-profit and/or for-profit entities contracted with DSHS. Work involves the examination, investigation, and review of grant accounting records, financial statements, management practices, and internal controls to ensure compliance with federal and state laws and/or regulations as well as DSHS policies, rules, and contract provisions. Work involves providing technical assistance to DSHS contractors and grantees in matters relating to financial compliance and related activities.(10%) Performs related work as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.Registrations, Licensure Requirements or CertificationsCertified Public Accountant (CPA), Certified Internal Auditor (CIA) or Certified Fraud Examiner (CFE) or other relevant certification preferred.
