UNIVERSITY OF TEXAS AT AUSTIN Export Control Officer in Austin, Texas

Manage Operations of the Export Control ProgramServes as a liaison across institutional units and departments to review and assess research and non-research related activities that may have export control implications such as sponsored research agreements, international agreements, material transfer agreements, nondisclosure agreements, purchase orders, fieldwork, international shipping, international travel, and international and visiting scholar appointments.Interfaces with faculty, staff, and students to ensure compliance with all applicable export controls laws and regulations, embargoes, and sanctions.Performs technology evaluations necessary to make final determinations whether an export license is needed.Develops, reviews, and approves technology control plans and monitors ongoing compliance.Prepares and files export license applications primarily with the US Department of State, Department of Defense Trade Controls; and US Department of Commerce, Bureau of Industry and Security; and the US Department of Treasury.Submits commodity classification requests, commodity jurisdiction requests, requests for advisory opinions, or public comments to government agencies.Provides Leadership to the Export Compliance ProgramEstablishes strategic goals and objectives for the export program.Continuallyassess and implements program processes and policies for ongoing compliance, efficiency, and optimal community support.Prepares statistical data and reports of mitigated risks, screening results, and other metrics to facilitate program assessment and evaluation.Monitors and interprets new or revised federal regulations related to export controls compliance, establish programmatic goals and objectives to ensure ongoing compliance with export regulations.Serves as a point of contact with federal agencies.Actively participates in professional organizations and groups related to export compliance.Conducts Outreach and EducationImplements a compliant and consistent training and education program to ensure stakeholders are well-informed of export compliance obligations.Monitors compliance with educational requirements.Develops and delivers a wide variety ofexport control educational and training materials, tailored for different audiences across campus, including faculty, staff, and students.Conducts educational and training sessions for various constituencies.Maintains web site focused on export control education and compliance.Contributes content for periodic newsletter updates.Supervise StaffSupervises export control specialist position(s), providing training, guidance, and mentorship.Conducts regular evaluations and provide consistent opportunities for feedback.Manages Export Program Records and Data Management System(s)Maintains accurate and thorough records of export related activities and review in accordance with state record keeping requirements and to demonstrate compliance.Participates in development and ongoing maintenance of export related record keeping database/management systems.Other related functions as assigned.
