ERS operates in a hybrid work environment, with flexible work schedules available to all employees. Seeking Procurement Specialist to perform complex to highly complex (journey to senior level) contract management work and is responsible for the timely coordination and delivery of agency solicitations through all phases of development: publication, evaluation, bid recommendation, contract award, and post-contract award. Work involves routine/complex procurement/ contract/project management activities and coordination responsibilities to ensure key stakeholders are involved in the development and evaluation activities for each solicitation. Essential Responsibilities include, but are not limited to: Performs technical support (research, content, scheduling, and project planning) and development activities for the Procurement Team with regard to drafting solicitations and related pre-award documentation, publication activities, evaluation activities, bid recommendation activities, and contract/post-award activities for low risk solicitations. Assists in the development of content for solicitations using established best practices methods including researching resource materials. Engages agency stakeholders in content review and development; prepares updates to content based on stakeholder feedback. Prepares all exhibits and appendices for publication with other solicitation documents. Follows standardized processes for upcoming solicitations using project management practices, tools, methodologies, and templates. Identifies project planning objectives, determines feasibility of project scope, develops project plans and follows project plan milestones. Develops planning documentation (such as timelines, solicitation charters and acquisition plans) and maintains project plan schedule data. Prioritizes and schedules project tasks and objectives. Identifies potential project risks and develops appropriate mitigation and contingency plans of action and successfully implements them, if necessary. Organizes and schedules agency-wide kickoff meetings for all key stakeholders and agency's evaluators from appropriate divisions. Assists with development and submission of all required notifications including Electronic State Business Daily. Performs the functions necessary for the successful publication of the solicitation (i.e., template development, finalize appendices, etc.), including any necessary supplemental data. Ensures document security and provides access to information from requesting vendors. Monitors ERS procurement mailboxes; processes the timely delivery of vendor notifications and responses to vendors (i.e., announcements, responses to vendor inquiries, etc.). Assists with the development of evaluation matrices used to score vendors proposals. Reviews vendors proposals to determine compliance with all solicitation requirements. Prepares no conflict checks. Performs due diligence checks. Drafts and processes all clarification requests. Organizes and schedules webinars, interviews, site visits, reference checks and similar presentations, as necessary, and takes notes as required. Assists in the preparation of evaluation and clarification grids for all Subject Matter Experts (SME) and ensures they are up-to-date and accurate. Organizes, schedules and prepares for the meetings with Executive Office and agency stakeholders, as necessary. Assists in the development of recommendation documentation that may include Board Recommendation, preparation of Public Agenda items, Recommendation Memo, or other like documentation. Works with Office of the General Counsel to finalize the scope, ee schedule, clarifications, and other documents that constitute the Contract. Contract Specialist III will perform all of the above duties at a higher level of complexity and risk, plus the following: Performs administrative and technical support work for the Procurement Team with regard to development activities (research, content, scheduling, and project planning), publication activities, evaluation activities, bid recommendation activities, and contract/post-award activities for moderate to high-risk solicitations. Finalizes Master Evaluation Grid. Required Minimum Qualifications: Your application for employment must reflect how you meet each of the following minimum qualifications: 1) Graduation from an accredited four-year college or university. Each year of related experience above the required minimum may substitute for one (1) year of required college credit. 2) Two (2) to three (3) years of experience (depending on classification level) performing work as a proposal or solicitation writer, technical writer, contract manager, contract administrator, paralegal, legal assistant or related experience. 3) One (1) to two (2) years of advanced writing experience (depending on classification level). 4) One (1) to two (2) years of experience (depending on classification level) using Microsoft Office (Word, Excel, Outlook and PowerPoint). Special Requirements: Certified Texas Contract Developer (CTCD) certification. Individuals who do not have this certification must obtain it within twelve (12) months of hire date. Must maintain valid certification for continued employment in position. Certified Texas Contract Manager (CTCM) certification. Individuals who do not have this certification must obtain it within twelve (12) months of hire date. Must maintain valid certification for continued employment in position.
