Job/Position DescriptionDirector IIThe Director II works under the general direction of the LTCR Deputy Associate Commissioner for Licensing, Policy, and Training with considerable latitude for use of initiative and independent judgment. This position performs complex managerial work leading the day-to-day operations for the Licensing and Credentialing Section, which includes Provider Licensure and Certification, Credentialing, and Quality Assurance sections. Responsibilities include interpreting state and federal laws and regulations and department rules and policy, as they apply to program strategic planning; rules and policy development; developing and implementing best practices; establishing quality assurance and performance measurement tools; developing and managing administrative and programmatic budgets; and ensuring effective utilization of resources. The Director serves as backup to the LTCR Deputy Associate Commissioner of Licensing, Policy, and Training and completes other duties as assigned.Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties assigned EJF 1: Provides overall vision, leadership and strategic direction to the Licensing and Credentialing section. Directs the overall planning, implementation, coordination, and evaluation of programs and policies to promote effective program administration and service delivery. (20%)EJF 2: Plans, implements and administers diverse programs to meet department objectives. Makes program management decisions, impacting statewide regulatory services and operations, and works with other state agencies and internal and external stakeholders. Reviews and evaluates impact of proposed federal and state laws on program objectives. (20%)EJF 3: Leads the Licensing and Credentialing Section as a functional organization model that supports the effective and efficient delivery of regulatory services and protects client health and safety. Assures best practices are developed and coordinated for effective service delivery. (10%)EJF 4: Represents the department by making presentations, providing information and testimony, collaborating with consumer and provider advocacy associations, other areas of the department, other state agencies, and federal partners. Respond to requests by legislators and other public officials. (20%)EJF 5: Coordinates with federal and state agencies to assure program policies, standards and activities conform to federal and state requirements. (10%)EJF 6: Manages and develops staff through review of performance data, consultation, training and performance appraisal. Responsible for hiring and selection, assigning work, completing performance evaluations, recommending personnel disciplinary actions, and scheduling and approving leave. (15%)EJF 7: Other Duties as Assigned: Performs other duties as assigned in order to ensure services are provided.
