ABOUT THE Division General descriptionThe Texas Comptroller's Office is looking for an Asset and Contract Manager to join our Information Technology Division. This role will assist procuring the agencys software and hardware needs. The day-to-day responsibilities will include developing and managing projects through the Asset Contract Management lifecycle and working closely with the requesting divisions, Budget, Legal, and the Contract Administration and Procurement divisions. You would be a great fit for this role if you work well in a fast-paced environment, works well with others, and adaptive to continuous changing circumstances. Work HoursWork hours are 8:00AM to 5:00PM, 40-hour week, Monday Friday. Occasionally work additional hours on evenings, weekends or holidays. Hours may change based on business need.Teleworking may be considered if certain working conditions are met. The candidate must have permanent residency within the state of Texas and must be able to meet in office requirements, which can vary among different sections (i.e., report to office 2 days/week, etc.) and additional days if requested. Travel reimbursements are not provided for teleworking. Qualifications: Minimum Qualifications Bachelors degree. Five (5) years experience in the development of Statements of Work, Asset Management, or Property Management with an emphasis on procuring or managing hardware or software assets and related services. Three (3) years experience in contract administration, management, evaluation, or monitoring of contract providers. Experience in reviewing procurement or contract solicitation instruments (RFP, RFQ, RFO, and DIR Price Request (PR)) Preferred Qualifications Bachelors degree in business or public administration, computer science, law, or a related field. Three (3) years experience with implementing and managing IT procurements and/or contracts. Recent (within last two years) Texas state agency procurement or contract management experience. One (1) year or more experience with planning, developing, drafting, managing or o erseeing contract instruments or purchase orders per the guidelines and procedures published in the Texas Procurement Manual and the Texas Contract Management Guide. Substitutions One additional year of experience in the development of Statement of Work for IT systems, hardware and software may substitute for thirty (30) semester hours of the required education, with a maximum substitution of 120 semester hours (four years). Certification as a Texas Contract Manager (CTCM) may substitute for up to one year of the required experience or thirty semester hours (one year) of the required education, but may not substitute for both experience and education. LICENSES / CERTIFICATIONSRequired:Certification as a CTCM/CSAM/CHAMP/CITAM must be obtained within 12 months of employment. Preferred:Certified Texas Contract Manager (CTCM)Certified Software Asset Manager (CSAM)Certified Hardware Asset Manager (CHAMP)Certified IT Asset Manager (CITAM) SUMMARY OF PHYSICAL REQUIREMENTS The physical demands described here are represented of those that must be met by an employee to successfully perform the essential functions of this job. Employees are required to use their personal mobile phones as a part of 2 factor/multi factor authentication for accessing CPA systems securely. You will also receive critical/emergency calls/texts on your cell phone to ensure immediate communication. In this role you will:IT Asset Procurement Prepares solicitations for software, hardware, and/or professional services, and coordinate evaluation and selection of vendor responses. Prepares complex solicitations by working with the business areas to develop high-level functional and technical requirements. Reviews and negotiates new software licenses, maintenance agreements, and professional services agreements. Requisition purchases of IT assets, licenses, maintenance renewals, leases, and/or subscriptions. Assists end-users, purchasers, and contract managers/monitors with all phases of the procurement process or contract life-cycle. Coordinates with IT Contract Administration staff on the receipt of purchase orders, invoice tracking and reconcile changes in inventory. IT Asset Management Administers enterprise wide IT asset management program, coordinates with IT Asset stakeholders to provide direction on IT Asset Management best practices, procedures and technology directives. Manages IT asset inventory in a tracking system. Uses software discovery tools in client, distributed and mainframe environments to monitor software or hardware use and maintain software license compliance. Performs internal external software audits as required. Monitors hardware infrastructure change requests and assess possible impacts to license entitlements.
