Clickhereto see an inside look at the Texas Comptrollers office About The Division Contract Administration and Procurement (CAP) supports the mission and goals of the Comptrollers office by providing a wide range of services to the agency. The Procurement area works in partnership with other agency business areas to acquire goods and/or services on their behalf. This results in a contract. The Contract Administration Office (CAO) ensures that the contract has the appropriate contract manager resources and oversight, commensurate with the risk of the contract, until it is either terminated or expires. Agency standard work hours are Monday through Friday from 8 a.m. to 5 p.m., 40-hour work week, Monday through Friday. May occasionally work evenings, weekends, or holidays. Hours may change based on business needs. General description Performs highly advanced (senior level) consultative services and technical assistance work related to CPA grant programs. Work involves assisting with, or executing the planning, development, coordination, implementation, and/or monitoring of major agency grant program(s). Duties also involve providing consultive services and technical assistance to grant program staff, participating government agencies, community organizations, or the general public. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Qualifications: Minimum Qualifications Education: Graduation from an accredited college or university with a bachelors degree. Experience: Seven years state of Texas experience with managing or overseeing grants and grants programs. Experience working with diverse project team structures and skill sets throughout an organization. Experience with scheduling meetings, work session facilitation, and the creation and monitoring of schedules. Preferred Qualifications Graduation from an accredited college or university with a bachelors degree in Business, Public Administration, Supply Chain Management, Procurement, Project Management, or a related field. Experience effectively managing complex workloads, working with large teams, and coordinating/directing teams. Experience developing training materials and or performing training fo groups. Experience working with complex programs, managing projects, high value grant contracts, or conducting procurements. Experience working with creating documentation in Word, Adobe, and working with large data sets in MS Excel. Experience with methods of research and analysis and reporting in evaluating needs and problems and determining alternative solutions to train and implement policies, procedures, and processes. Experience with interpreting policies and procedures to create processes or perform business functions to complete legislative, statutory and agency requirements. Experience with Salesforce, CAPPS, and SharePoint. Substitutions One additional year of experience managing or overseeing grants and grants programs work may substitute for 30 semester hours of educational requirement with a maximum substitution of 120 semester hours (four years). Certification as a Certified Texas Contract Manager (CTCM) or Certified Texas Contract Developer (CTCD) may substitute for one year of the required experience or 30 semester hours (one year) of he required education but may not substitute for both experience and education. Licenses and Certifications Preferred Certifications: Certified Texas Contract Manager (CTCM), Certified Texas Contract Developer (CTCD), or both (duel certified) certification.
