UNIVERSITY OF TEXAS AT AUSTIN Associate Vice President for Operations and Chief Business Officer, Division of Student Affairs in Austin, Texas

Design, evaluate and assess the strategic planning, execution and reconciliation of fiscal operations and processes. Oversee Division business functions and internal controls in compliance with associated complex accounting and financial expectations in accordance with applicable regulations, policies and procedures as established by the Vice President for Student Affairs (VPSA), Sr VP and CFO, the Board of Regents, and local, state, and federal government.Develop policies and implement procedures to improve fiscal solvency of the Division. Prepare and compose analysis, forecasts, reports, and budget overviews. Use existing campus enterprise management software to produce financial, human resources, and endowment reports for the Vice President. Assist the Associate Vice Presidents to develop and implement short and long-range strategies and financial plans aligned with Division goals.Monitor and maintain integrity of expenditures. Implement internal budgeting, record keeping, coding schemes and web-based forms for funding processes. Prepare and coordinate annual budgeting and develop five-year financial plans for the Division portfolio. Document current actions and maintain historical records of fund transfers, budget allocations, and commitments. Produce the mid-year and annual budget reconciliation and reporting of divisional accounts.Serve as Advisor to Student Services Budget Committee including collaboration with the elected student chair. Coordinate orientation, fiscal training, goal setting, and procedures necessary to guide a review of units funded by student services fees. Assist Chair with critical SSBC business including communication to appropriate stakeholders and developing committee agendas. Assist with completion of annual recommendations to Vice President for Student Affairs (VPSA) and distribution of approved funds.Chair the Division Budget and Human Resource (SABHR) Team comprised of representatives of the nine departments in the Division portfolio. Serve as a member of Council of University Business Officers (CUBO) whose mission is to help shape strategic and operational direction for campus. Represent the Division at Sr. Vice President Administrative Subcommittee to discuss progress of new systems, implementation, policies, fiscal planning, and best business practices.Serve as liaison to unit heads in the Division portfolio responsible for capital projects, facility and asset management. In addition, this position will lead a portfolio within the Office of the Vice President for Student Affairs that includes oversight of staff working in Human Resources and Information Technology.Other related functions as assigned
