Job/Position DescriptionAccountant II PayableThis position prepares, audits, and reconciles invoices, purchase orders/contracts and receiving documentation through the agency CAPPs. The position is responsible for verifying that all necessary and required supporting documentation is available for all purchase of goods/services and client service payment vouchers. The position analyzes reconciliation discrepancies between two accounting systems via queries and/or reports and takes the necessary action to process accounting transactions and or make necessary adjustments. The position interacts routinely with purchasers, program staff, budget analysts, business managers, vendors and representatives from the Comptroller of Public Accounts, General Ledger and Legal departments. This position also will be helping out with the Hotline and provides statewide administrative support regarding inquiries and requests for information for two and three-way matched purchase orders placed on goods, services and capital assets processed by Health and Human Service Commissionand#146;s purchasers. This position will assist with Texas Identification Number (TIN) and Direct Deposit Program. The position evaluates the effectiveness of procedures and recommends streamlining alternatives. Responsible for processing two and three-way matched purchase vouchers and ensuring appropriate receiving documentation for various types of expenditures. Runs queries and analyze reports to determine corrective measures. May assist with providing unit expertise to other staff. Will help with Hotline and Texas Identification Number (TIN) program. Registrations, Licensure Requirements or CertificationsN/AKnowledge Skills AbilitiesKnowledge of generally accepted accounting principles and procedures affecting maintenance of accounting records and of automated accounting systems. Skill in establishing and maintaining effective working relationships.
