Summary The incumbent functions as the Administrative Officer for the Strategic Planning and Development Service for VA Eastern Colorado Health Care System (VA ECHCS) and reports directly to the Chief of Strategic Planning and Development. The incumbent performs a variety of duties in a constantly evolving, complex and diverse health care system which provides services across a vast geographic catchment area. Responsibilities Administrative and Resource Management (80%) Incumbent is responsible for assisting in position management, requesting funding for the filling of vacant positions, and the establishment of new positions. Coordinates personnel actions for all employees in the service, maintains personnel-related records, tracks competencies, writes position descriptions or functional statements, provides human resource advisory services to other managers/supervisors, and handles matters involving recruitment, promotion, awards, position classification, training, as appropriate. The incumbent prepares resource requests, recruitment postings, and other aspects of employee recruitment and selection of candidates for administrative and clinical positions for all sections within the Strategic Planning and Development Service primarily and the secondarily the Office of the Director. The incumbent is responsible for ensuring employee personnel folders and the service organizational chart are up to date. Incumbent analyzes and prepares business plan and budget submissions, monitors fund control point usage, and transacts personnel and space changes as directed. Maintains awareness of and information about the overall status of financial resources to react to changing situations with timely recommendations. The incumbent implements fiscal management for all sections within Strategic Planning and Development. Identifies best approaches to deliver effective, efficient service internal and external customers. Serves as a liaison between the service and the Managerial Cost Accounting personnel to ensure proper accounting of resources through labor mapping of service employees. Project Management (20%) Participates in special information flow studies, analyses, presentations and briefings, as assigned. Supports analytical studies on operational processes, issue topics, or related special projects. When tasked with this type of project, serves as the responsible contact for leading these projects from initiation to completion and may be required to present the results to the Chief of Strategic Planning and Development. Develops position papers and decision documents representing the position of the service on a variety of complex and sensitive issues. Plans and coordinates a variety of administrative and customer service functions that increase the efficiency and effectiveness of the Strategic Planning and Development Service primarily and secondarily the Office of the Director. Performs other duties as assigned. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience and/or education as described below: Specialized Experience GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Prepares resource requests, recruitment postings, all aspects of employee recruitment and selection for admin and clinical positions; Requires an extensive knowledge of the complex functions of all services internal to the Health Care System as well services interconnected to external stakeholders and their relationship to Strategic Planning and Development; Analyzes and prepares business plan and budget submissions, monitors fund control point usage, and transacts personnel and space changes; Uses and manages automated data processing systems (Space leaf portal management and use for requests for other services, ADPAC requests and duties), (MAXIMO requests); Communicates between multiple federal entities and all levels of employees at all levels of the Health Care System; Supports Activation Manager in clinic activations as well as management of space for ECHCS; Administrative management that involves providing guidance and coaching, effecting negotiations, conflict resolution, planning, developing, coordinating and implementing policies and procedures.
