OVERVIEW:
The Department of Administrative and Financial Services (DAFS) Office of Information Technology (MaineIT) provides information technology support to over 13,000 employees. MaineIT oversees large scale enterprise applications that support the critical and diverse business needs of the State of Maine and its agencies.

ABOUT THE POSITION
This position will primarily be focused on managing the applications that support the State’s Administrative and Financial Services agencies, including the Office of Procurement Services which includes the Bureau of General Services, Central Fleet Management, and Division of Central Services. As MaineIT undergoes change, you will be an important part of an evolving process to support other state agencies within the Department. The Systems Team Leader will be responsible for overseeing, supervising, and mentoring a yet to be staffed team. The Team Leader will also be an integral part of bringing in the resources needed for the team to be successful.
This position will be critical in developing strong working relationships with our business partners by working closely with agency management. The Team Leader will also work with other MaineIT teams and vendors, prioritizing the team’s work, and ensuring that MaineIT meets the customers’ operational and project needs in a timely manner. RFP, Contract, and Statement of Work review will also fall under this position. Work is performed under limited supervision. This position is located in Augusta.

REQUIREMENTS
To be successful, you must be professional, have a passionate vision to lead and influence outcomes, and have a technical background. In addition, preference will be given to candidates who demonstrate the following competencies:
Strong interpersonal and communication skills, including the ability to communicate clearly and effectively at a level appropriate to the target audience, which includes business users, senior business managers, project managers, and all levels of IT support and management.
Ability to establish and maintain effective working relationships with customers.
Desire and commitment to a high level of support to the customer.
Be a highly organized, self-starter capable of using professional judgement, prioritizing responsiveness, and applying analytical thought for problem resolution.
Ability to effectively evaluate and identify solutions for user problems to inform their decisions.
Knowledge of all phases of the software development life cycle, as well as the project development cycle.
Experience managing and coordinating small projects that involve multiple stakeholders.
Ability to facilitate meetings and requirements-gathering sessions with business users and managers.
Skills/experience in leading technical teams, project management, and third-party vendor relationships.
Experience reviewing RFPs, contracts, and statements of work.
Ability to coach and mentor IT staff, as well as foster an environment of continuous learning.
Experience working closely with various functional areas of an IT organization.
Agility and foresight to escalate issues in a professional manner.
Must be able to accomplish tasks in a timely manner with limited supervision.
MINIMUM QUALIFICATIONS
Seven (7) years of progressively responsible experience in application system analysis and programming including a minimum of one (1) year in a working supervisor role -OR-
a Bachelors Degree and 3 years of progressively responsible experience in application system analysis including a minimum of one (1) year in a working supervisor role -OR-
a Masters Degree and 1 year of progressively responsible experience in application systems analysis in a working supervisor role.
The selected candidate will be required to pass the required background checks (fingerprinting may be required) as a condition of employment.
