The Department of Inland Fisheries and Wildlife is seeking an Agency employee to fill the Director of Licensing and Technology (Public Service Manager II) vacancy in Augusta.

BRIEF JOB DESCRIPTION:The Director of Licensing is part of the senior management team for the Department of Inland Fisheries and Wildlife and directs/coordinates/supervises all aspects of the sale of licenses, registrations and permits. The Division processes approximately 1 million transactions each year accounting for nearly $23M in revenue. Work includes but is not limited to; managing/supervising licensing and registration program staff; preparing and administering annual and biennial division budgets; overseeing the Departments online licensing and registration system (MOSES) and associated electronic applications; overseeing the work of 850 licensing agents statewide; representing the Department at the Legislature and public meetings regarding Department licensing, registration and permit matters.

KNOWLEDGE/SKILLS/ABILITIES PREFERRED:

  • Knowledge of principles and practices of public business administration

  • Knowledge of computer systems and the ability to manage a large-scale computer business system that requires constant analysis, specification, development, testing, implementation of system changes and enhancements to meet business needs.

  • Knowledge of data analysis tools to include but not limited to Excel and Access to provide custom data to Department staff, other departments, the legislature, and the public.

  • Knowledge of legislative and regulatory systems.

  • Knowledge of organizational staffing and planning

  • Ability to effectively work with business experts at all levels of an organization and utilize technology solutions to cut costs and/or improve efficiency and customer satisfaction.

  • Ability to work as a team to accomplish Department goals and objectives.

  • Ability to demonstrate strong interpersonal skills.

  • Ability to make public presentations.

  • Ability to communicate effectively with a cross-section of people.

  • Ability to think critically, solve problems independently, and adapt to a fast-paced team environment.

MINIMUM QUALIFICATIONS:An eight (8) year combination of post-secondary education and experience that demonstrates an ability to direct, plan, and coordinate the Departments Licensing and Registration Division.

Professional work must include experience in any of the following areas:business management, public administration, budgetary development, business analytics.
