Federal Aviation Administration Supervisory General Engineer in Atlantic City, New Jersey

Summary As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. Works as the Manager, Fire Test Section, under the direction of the Manager, Fire Safety Branch in the Aviation Research Division. Responsibilities Incumbent is a Supervisory General Engineer responsible for managing work and leading subordinate staff in support of the mission objectives of the Fire Test Section in the Fire Safety Branch. Managerial duties include setting priorities; assigning tasks; monitoring and evaluating performance; coaching and developing employee capabilities, approving leave, and taking or recommending corrective/disciplinary action, as appropriate. Serves as technical advisor to branch manager on laboratory activities in support of the Fire Safety & Research program. Applies comprehensive technical, engineering and policy expertise to provide recommendations on a wide range of research and development activities. Establishes and monitors internal policies and procedures for the safe and efficient use of laboratory space, equipment, resources, and personnel in order to deliver rigorous and thorough research data for FAA policymakers. Provides the necessary information for laboratory and resource requirements for inclusion in FAA budget formulation. Major duties include: Responsible for managing work, leading subordinate assigned personnel, and developing and managing the Fire Safety & Research portfolio in support of the organization’s research and development mission. Ensures that the organization's strategic plan, mission, vision and values are communicated to assigned personnel and integrated into project plans, work products, and services. Develops long-range goals and objectives and sets and adjusts priorities as required. Conducts extensive coordination of staff actions and develops guidance to ensure compliance. Exercises the full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff. Conducts extensive coordination and integration of work, as directed by Branch manager, with all elements within the FAA and a large variety of external organizations, including other government agencies, industry, and academia. The research and development nature of the branch requires the incumbent to exercise a high level of technical expertise, creativity, and analytical skills to develop solid processes, broad thinking, managerial and leadership competence, as well as strong communication skills. Applies a comprehensive knowledge of several disciplines (e.g., engineering, chemistry, computer science, etc.) and a wide range of engineering principles, practices, techniques and judgment to unique, key research and development programs. Applies integrative skills and technical functional knowledge to practices and procedures necessary to assess and evaluate research program requirements for laboratory testing, including emerging technologies or drivers from industry, academia, and other services and agencies. Evaluates laboratory and resource challenge and risks and identifies opportunities to collaborate and leverage other laboratory spaces or resources into existing or planned programs. Actively contributes to and promotes strategic change in the organization to include workforce competency and research and laboratory planning initiatives. Provides input to the FAA’s budget formulation process for the assigned research programs as well as input to the Office of Aviation Safety’s project planning and prioritization process. Contributes to the National Aviation Research Plan (NARP) as well as strategic initiatives that extend beyond the NARP. Identifies laboratory infrastructure requirements for future research programs. Collaborates with other Technical Center organizations to develop and maintain an integrated capabilities master plan. Addresses future workforce and laboratory needs. Encourages the development of technical papers as well as articles that are suitable for publication in conferences and peer-reviewed journals as a means to stay current in the engineering and technical fields and strengthen the skills for writing papers. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Basic Requirements: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Experience includes: Experience leading aviation safety research and development with the safe integration of new technologies into research laboratories for evaluating the significance of technological changes, including new fire threats, new material applications in aircraft, environmental regulations limiting fire safety applications in aircraft, and hazardous materials.
