Air National Guard Units CONTRACT SPECIALIST in Atlantic City, New Jersey

Summary This National Guard position is for a Contract Specialist, Position Description Number T0047000 and is part of the 177TH MSG GP. The primary purpose of this position is to ensure successful market research, acquisition planning, contract award, contract performance management, and interpretation of contract law in order to provide the best, most efficient contracting strategies in support of the organization's vision. Responsibilities As a CONTRACT SPECIALIST, GS-1102-12, you will: Plans the overall approach to meet contracting program objectives for a variety of requirements with multiple complexities. Oversees the procurement of a wide variety of services, supplies, construction and architect and engineering. Executes post-award contract performance management actions on assigned contracts. Appoints Contracting Officer Representatives (CORs) within delegated authority and manages the COR program as required. Researches, interprets, analyzes, and applies all regulations, business and industry practices, market trends, Government Accountability Office (GAO) and Comptroller General decisions, public law, case law, and precedents. Devises special terms, provisions, clauses, and conditions applicable to the solicitation and contract as required. Requirements Conditions of Employment Additional Employment Requirements: -Participation in direct deposit is mandatory -May be required to successfully complete a probationary period -Federal employment suitability as determined by a background investigation -Males born after 31 December 1959 must be registered for Selective Service Qualifications General Experience: Must have specific experiences, training, and competencies (Skills, Knowledge, and Abilities) that prepared the applicant to successfully perform the duties and responsibilities required by each grade. Specialized Experience: Must have one year of contracting experience at the GS-11 level. Specialized experience must demonstrate the following: (1) Performing acquisition planning including market research and knowledge of a wide variety of contracting methods that satisfy mission needs and meet customer requirements, (2) Advising Contracting Officer Representatives and advising customers on procurement preparation and development of contractually acceptable specifications, work statements, and quality assurance criteria, (3) Reviewing procurement requests to assure clarity, adequacy, and completeness, and (4) Reviewing contract terms and technical specifications to identify any special requirements. Must have Level 1, DAWIA Foundational Certification (or equivalent, see Certifications Issued by Federal (non-DoD) Organizations below). Education Education Requirements Must have Level 1, DAWIA Foundational Certification (or equivalent, see Certifications Issued by Federal (non-DoD) Organizations below). Certifications Issued by Federal (non-DoD) Organizations - Contracting certifications issued by Federal (non-DoD) organizations such as the Federal Acquisition Certification in Contracting (FAC-C) and certifications issued by the Department of Homeland Security, or the Coast Guard are not reciprocal with the Defense Acquisition Workforce Improvement Act (DAWIA) certification. However, the National Guard Bureau may consider these Federal, non-DoD certifications in exercising the fulfillment process toward meeting the certification requirements of Chapter 87 of Title 10, U.S.C. Completed DAU or equivalent coursework may be transferable and applied toward the functional or acquisition training standards for an acquisition workforce member's DAWIA contracting certification. Applicants that qualify for the position based upon their contracting experience in the 1102 series as an employee in a non-DoD position will be given thirty-six months to achieve Level 1 DAWIA Foundational certification. The HCA designated POC will assist the HRO in exercising the fulfillment process toward meeting the certification requirements of Chapter 87 of Title 10. Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000. Additional Information Security Clearance Must be able to obtain a Secret Clearance within 1(One) Year of appointment.
