Visit www.cdc.gov Responsibilities As a Public Health Analyst (Policy & Issues Management) you will: Independently develops projects to identify, review, and analyze complex and highly visible actions such as public health legislation, executive directives, Departmental policy issuances, voluntary changes in practice by influential organizations or groups, as well as other problems, issues, or program requirements that may be unstable or complex and that have the potential to impact public health as well as the activities of the division, center, and/or coordinating center. Proposes public health program changes necessary to respond to changes in policy. Identifies public health policy needs (e.g. legislation) and coordinates the preparation of strategies and proposals in response to those needs to promote the achievement of public health goals. Cultivates and maintains relationships with other organizational units within CDC including other national centers, and offices within the CDC Office of the Director, CDC Washington, FMO/Leg, and others; other Federal agencies and quasi-governmental groups such as the CDC Foundation; and other key partners including national and international organizations. The incumbent works with partners and others in the organization to ensure proper coordination of and analysis of national state activities in support of the organization's mission and goals and represents the organization in policy and planning discussions within CDC and with external partners. Build linkages and foster joint projects of mutual interest within the unit and throughout CDC/ATSDR and with partners, communities and national and international organizations. Ensure consistent and timely translation of policies and position on key issues to external audiences. At the direction of senior leadership, develops new public health programmatic initiatives and assesses issues of importance to the mission and activities of the program. Oversees a variety of program development activities for the organization. Identifies strategic programmatic areas in need of strengthening as well as new areas for program development. Serves as a principal advisor and provides leadership on strategic planning for the organization, and when designated, represents the organization at meetings, conferences, or presentations. In collaboration with others, identifies opportunities for briefing concerned national and international organizations as well as CDC management, HHS, and the legislative and executive branch on programmatic and policy related issues. Oversees a variety of program development activities for the organization. Identifies strategic programmatic and public health areas in need of strengthening as well as new areas for program development. Serves as a principal advisor and provides leadership on goal setting and management for the organization. Facilitates the development of the organization's comprehensive programmatic response to emerging public health issues relevant to the organization's mission. Serves as a lead for program goal setting and evaluation activities including Healthy People, GPRA and QPR. Requirements Conditions of Employment Due to the Centers for Disease Control and Prevention's (CDC's) process enhancement to use Shared Certificates throughout the Agency, some of the requirements below may differ: US Citizenship required. Males born after December 31, 1959 must be registered or exempt from Selective Service (see http://www.sss.gov). May be subject to a Background/Security Investigation. Security clearance level may differ from the position announced when certificates are shared. CDC participates in the USCIS Electronic Employment Eligibility Verification Program (E-Verify). E-Verify helps employers determine employment eligibility of new hires and the validity of their Social Security numbers. Direct deposit is required. One-year probationary period may be required. This position may be subject to a Collective Bargaining Agreement. Time in grade (TIG) must be met within 30 days of the closing date of the announcement. This position may be subject to the OGE Financial Disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). If identified, this will be an annual requirement. In accordance with Executive Order 12564 of September 15, 1986, The Department of Health and Human Services (HHS) is A Drug-Free Federal Workplace. This position may require a Drug Test and be subject to Random Drug Testing. The position may require the submission of a urinalysis to screen for illegal drug use prior to appointment and be subject to reasonable suspicion and post-accident drug testing upon hiring. If required to submit to urinalysis, the appointment to the position will be contingent upon a negative test result. Qualifications All qualification requirements must be met by the closing date of the announcement. Minimum Qualifications: To qualify at the GS-13 grade level, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level, which must include the following experience: developing projects independently, working with partners across and external to the agency, developing new initiatives at the direction of senior leadership, identifying programmatic areas in need of strengthening and driving response to those needs, and responding to inquiries from US government and external entities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
