Position Overview

This position is responsible for project planning and scheduling, cost estimating and monitoring, progress measurement, risk management and reporting. The Project Controls Manager will manage project controls personnel.   Establishes controls and operating policies that identify, monitor, and mitigate risk factors that could impact the success of a project. Provides guidance and consultation for project managers and corporate management. Duties & Responsibilities

Leadership:

  • Provide day to day support to the assigned team members, including but not limited to training and development, review and approval of work product, and team management.

  • Work closely with project managers, engineers, and other team members to integrate project controls into project management processes.

  • Provide training and guidance to project teams on project controls best practices.

  • Lead the project controls team in the resolution of program issues and problems.

    Project Planning and Scheduling:

  • Develop and maintain project schedules

  • Collaborate with project teams to create realistic project timelines and milestones.

  • Monitor progress against schedules, identify delays, articulate the budget impacts of schedule shifts and implement corrective actions as needed.

    Financial:

  • Implement the WBS and project coding structure to ensure that data is converted correctly from the original estimate to the ERP system and put in place controls to ensure accurate unit tracking as defined by the contract

  • Ensures team is managing costs, billings and collections. Completes project billings in a timely and accurate format to the client. Maintains profitability goals and positive cash flow.

  • Responsible for full life cycle contract support including contract startup, revenue recognition, cost management, estimates at completion, monthly forecasting, invoice review, monthly financial status reports, variance analysis and invoice preparation, etc.

    Risk Management:

  • Identify and assess project risks and develop risk mitigation strategies.

  • Regularly update risk registers and communicate potential risks to project stakeholders.

  • Assists in the development of recommended recovery measures for projects behind schedule and/or over budget.

    Change Control:

  • Manage the change control process to evaluate and implement project changes while minimizing disruptions.

  • Assess the impact of scope changes on schedule and budget and communicate these impacts to stakeholders.

    Performance Reporting and KPIs:

  • Prepare and deliver regular project performance reports to project stakeholders and senior management.

  • Analyze project data to identify trends and make recommendations for improvements.

  • Provide support for data analysis, data validation & data mining efforts required to refine benchmark

  • Gather information and prepare reports and presentations of information as needed on the project

  • Other projects or duties as assigned

    Requirements

  • Bachelor’s degree and a minimum of 5 years of related project controls/scheduler analyst in the Telecommunication and/or Construction fields

  • Proven track record of successfully leading and managing project controls teams

  • Expert at managing complex and detailed spreadsheets to analyze data, identify trends, and enable decision making.

  • Must possess a clear understanding of the full construction life cycle.

  • Proven capability to manage cost control systems on complex projects from pre-design through closeout.

  • Ability to work under pressure, meet deadlines and quickly pivot in response to evolving priorities

  • Ability to clearly set and lead meetings to develop strong project control systems.

  • Proficient with ERP systems to include the utilization of Microsoft Office programs with very strong capabilities in Excel.

  • Ability to work in a team environment.

  • Excellent analytical, creative thinking, written and verbal communication skills
