Summary This position functions as the Medical Administration Officer of the Health Administration Service (HAS) "full deputy and/or assistant" to the Chief of the Healthcare Administration Service for the Atlanta VA Healthcare System, providing administrative support and guidance as well as supervision for Section Chiefs of the service. Responsibilities Major duties for this position may include, but are not limited to: Provides expert advice and authoritative information to top management and program directors throughout the organization on a wide variety of highly complex, controversial, and sensitive HAS problems and issues. Analyzes management techniques, styles, processes, and information and communication protocols for improving organizational effectiveness. Analyzes programs, functions, and processes to determine whether the current management systems efficiently accomplish organizational objectives, and whether they provide controls necessary for sound management. Defines problems, identifies relationships, evaluates, and determines quality, assesses impacts, and arrives at conclusions when evaluating programs and/or influencing policy changes that typically involve long range, highly complex, and often sensitive topics. Delegated full technical authority for the work performed by subordinates. Skill in performing a qualitative and quantitative analysis of data to identify program deficiencies. Ability to evaluate and make recommendations concerning overall plans and proposals for complex agency projects. Knowledge of a wide range of leadership concepts, principles, and practices and skill in applying this knowledge to difficult and complex situations. Prepares performance standards, evaluates performance, conducts progress and annual appraisals, and initiates performance counseling as needed. Manages employee conduct and behavior and initiates disciplinary counseling or more serious corrective actions when appropriate. Resolves staff complaints concerning working conditions and related matters, and provides referral services, if necessary, to employee who develop personal problems that interfere with effective performance or undermine work group cohesiveness. Investigate and develops, or supervises the investigation and development of facts, conclusions and recommendations in those matters requiring investigation. including those under Medical Center or Central Office Jurisdiction. Responsible for coordinating the development and effective implementation of the service Strategic Plan that is aligned with enterprise goals and priorities. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/13/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience communicating using written, oral and presentation materials to a wide range of customers to include stakeholders, local and National government officials, and facility/VISN/National VA offices on a wide variety of topics and information. You will be rated on the following Competencies for this position: Experience collecting service-level data and information, analyzing that data, creating reports, and presenting those reports to facility/VISN/National VA offices while making recommendations for improvement/change to create more efficient and effective processes. Experience soliciting survey and staff information on a service level and analyzing that information to determine areas of improvement and staff needs. Experience participating in and in some cases leading service-level special projects dedicated to the improvement of service activities and products. Experience acting as a subject matter expert on all matters related to effective, efficient customer service, and developing tools to improve service-level customer service practices. Experience coordinating staffing and recruitment practices at the service-level with the Human Resources Management Service. Experience investigating customer/staff complaints, and developing conclusions/recommendations for correction based on that investigation. Administration and Management Information Management Leadership Problem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
