Position Summary:

Leads district and enterprise-level development efforts through all phases of the development lifecycle by providing leadership on highly technical and complex software projects. Leads collaboration with customers, business analysts, and team members to understand business requirements, design, develop and configure custom and commercial off the-shelf (COTS) solutions to meet their needs. Develops, tests, maintains, and supports a portfolio of business applications. Mentors less experienced team members on software engineering, IT processes, technologies, and methodologies. Responsible for ensuring compliance to established standards for all software development efforts. This position will report to the Manager, Software Development.

Key Responsibilities:

  • Leads development teams in analyzing technical requirements of proposed automated systems or software changes. Meets with customers and other stakeholders to identify requirements and translate business needs into a software design for development of new or modified automated systems. Creates functional and detailed design specifications. Research alternatives and recommends software solutions to solve complex business problems. Provides estimates of time and schedule for large projects.

  • Leads in the designs, prototyping, development, and implementation of software applications using standard programming languages. Develops application system prototypes utilizing various software tools to determine the feasibility and cost effectiveness of alternative approaches to development efforts. Provides estimates of time and schedule for large projects. Follows the software development lifecycle in carrying out duties.

  • Serves as subject matter expert in providing ongoing application support and user assistance, including resolving, analyzing, troubleshooting, and providing solutions to the most complex software problems. Provides on-call/after-hour support, answers user questions related to application(s) and advises on the impact of software changes.

  • Leads development teams in determining test strategies and high-level test plans to validate accuracy of software and software changes. Oversees deployment of solutions within the DevSecOps workstream by leading collaboration with necessary IT service providers.

  • Leads collaborations with stakeholders to conduct analysis of business processes and develop business cases to support process changes and/or software solutions. Contributes to and may lead project management activities such as the creation of work breakdown structures, status reports, and other project related artifacts.

  • Serves as a subject matter expert to cross-functional teams by constantly improving skills and maintaining expert knowledge of emerging technologies, practices, and processes in the software engineering field. Researches and maintains knowledge of emerging technologies, software security, and provides guidance to management for IT strategic planning. Evaluates new information system technologies and software development techniques for use in development projects. May represent the district on enterprise-level initiatives and/or workgroups related to application development services.

  • Provides subject matter expertise in the approach, methodology, and technology selection for software engineering efforts. Ensures compliance to established standards and maintains software related artifacts. Identifies and evaluates risks, responses and recommends changes as required.

Education:

  • Bachelor's Degree or 4 year equivalent experience minimum; Bachelor’s Degree preferred.

Experience:

  • 8+ years

Qualifications:

  • Software Development and Support

  • Software Security Principles and Application Lifecycle Management

  • Expert level knowledge in Microsoft Power Platform (Power Automate, SharePoint Online, Power Apps, Power Pages, PowerBI Dataverse, etc.)

  • SharePoint Online Site Administrator Experience

  • Experience with analyzing technical requirements to design MPP solutions that meet customer and stakeholder needs.

  • Cloud Certifications (Azure/AWS) a plus
