Federal Highway Administration Information Technology Specialist in Atlanta, Georgia

Summary This position is organizationally assigned to the Federal Highway Administration (FHWA), Office of Administration, Office of Information Technology Services. The incumbent plans, coordinates, and oversees Information Technology (IT) projects that enable program offices across FHWA to successfully meet mission objectives. As a member of the technical staff, the incumbent works collaboratively with customer organizations to devise solutions to a wide range of IT requirements. Responsibilities As an Information Technology Specialist, you will: Serve as an IT Project Manager for the development of IT solutions, with authority and responsibility to direct development, acquisition, integration and transition-to-production tasks and activities. Ensure that all requirements are met within performance, schedule, and cost objectives. Develop objectives in concert with program offices and management, providing technical advice for accomplishment of the mission through the delivery of technology solutions. Apply technology management principles to adapt IT methods to a variety of situations to support subject matter experts. Perform highly technical and analytical work pertaining to the planning, development, integration, and/or modification of systems and solutions, including market research for software solutions. Apply new developments to previously unsolvable problems. Develop and maintain synergistic working relationships with stakeholder organizations, serving as liaison to one or more FHWA program offices. Actively engage with customers to facilitate enhancements/upgrades to existing systems/applications, adoption of new technologies to address evolving needs, and better support the FHWA mission and significantly influences important FHWA and DOT IT policies and programs. Define requirements and collaborate throughout the development process to ensure delivery of innovative solutions that meet mission needs. Plan, monitor, and execute to completion assigned IT projects, leveraging technical knowledge and project management best practices. The ideal candidate for this position is highly analytical and organized, with expert skills in IT operations oversight and project management especially regarding IT Customer Support functions. He/she demonstrates strong communications skills, expertise in managing and guiding end users, and the ability to communicate project status and complex information to others at various levels, ranging from senior leadership to project staff. The candidate has a broad range of technical skills, including experience in software development. Requirements Conditions of Employment You must be a U.S. Citizen and eligible for consideration. TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the GS-12, you must have at least one year of experience equal or equivalent to the GS-11, it must include: Experience as an IT Specialist providing project support and technical guidance for supporting the operation and maintenance of desktops/laptops, and/or end user applications in a business environment; AND Experience working in an Enterprise IT Program supporting more than one of the following areas: Desktop Support, Server and Networking Operations, Enterprise Systems, Asset Tracking, IT Standards and Process, Voice/Messaging Services, IT Service Management (ITSM), Business Management Operations and Nationwide Field Support. To qualify for the GS-13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience as an IT Specialist providing project support, technical guidance, and oversight for supporting the operation and maintenance of desktops/laptops, and/or end user applications in a business environment; AND Experience working in an Enterprise IT Program supporting more than one of the following areas: Desktop Support, Server and Networking Operations, Enterprise Systems, Asset Tracking, IT Standards and Process, Voice/Messaging Services, IT Service Management (ITSM), Business Management Operations and Nationwide Field Support. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Technical Competence - Use knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; work with, understands, and evaluate technical information related to the job; advise others on technical issues. Customer Service - Work with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; know about available products and services; is committed to providing quality products and services. Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
